As an Anti-Social Behaviour Officer, you will have a key role to play in working with the Housing Services Manager, Housing Management Team Leader and other colleagues to ensure the success of the new council following local government reorganisation. This role requires operational leadership to help steer the council’s landlord service through a significant transformation programme and the integration of teams across the three stock holding localities **(Harrogate, Richmondshire and Selby).**

**The role is responsible for**:

- Assessing and investigating referred cases/ allegations of serious and/or complex cases of neighbour nuisance and anti-social behaviour.
- Leading on tenancy enforcement action, ensuring such action is both appropriate and proportionate to deliver a successful outcome.
- Managing cases by gathering evidence, obtaining statements from witnesses, preparing prosecution files for Court, attending Court when required and supporting witnesses throughout the enforcement process.
- Liaising closely with all relevant external agencies (e.g. Police, Probation etc.) or other Council departments (e.g. Environmental Services, Community Safety, Legal Services etc.) to ensure co-ordinated responses to individual cases of anti-social behaviour.
- Managing a day-to-day caseload of housing and tenancy enforcement cases and monitoring incidents of persistent breaches of tenancy by liaising with appropriate internal and external partners.
- Ensuring the accurate recording of all cases using existing systems to monitor progress, case developments and performance.
- Issuing and serving legal notices for breaches of tenancy where appropriate.
- Supporting the Housing Management Officers to provide a timely and robust response to low level anti-social behaviour and neighbour disputes, and where appropriate, other tenancy breaches through effective case management.
- Ensuring the team makes a proactive contribution to multi agency working in order to address issues which are having a negative impact on a neighbourhood and its residents.
- Providing leadership and support to a number of front-line officers within the council’s landlord service including Housing Management Officers and Tenancy Support Officers.
- Where appropriate, co-ordinating services that help to ensure sustainment of tenancies, including the provision of support and interventions for vulnerable tenants, the elderly and those with health conditions.
- Providing professional advice and recommendations to the Housing Services Manager.
- Where required, the effective management of service budgets and maintaining high standards of procurement and financial management, so that business performance can be effectively monitored, and the service is run as cost-effectively as possible within the approved budgets.
- Support for the wellbeing, health and safety of staff in line with the Health & Safety Policies and practices when carrying out work relating to ASB.

In this role you shall be required to deputise for the Housing Services Manager as necessary and to represent the council on a range of partnership networks.

As a key specialist within the council’s landlord service this role is required to proactively contribute to the wider housing management team, including through support, the development and delivery of the wider housing strategy.
