This role is an opportunity to be part of the Home Office’s Homeland Security Group which unites capabilities and expertise to deliver better outcomes from the UK’s response to the most serious domestic threats - Terrorism, Cyber, State Threats and Economic Crime. The group will strengthen coordination and collective focus across a range of growing and overlapping threats, whilst remaining consistent with existing strategies. Working with partners, HSG will foster more transparent and sustainable collaboration between national security, law enforcement and other relevant communities to enhance capabilities and leverage our response to threats.

Within the Homeland Security Group you will join the Digital Communications Capabilities Unit (DCCU) whose mission is to develop, deliver and operate those national services that enable law enforcement and the intelligence community to investigate and prevent crime as well as counter terrorism through means set out in the Investigatory Powers Act 2016.

With an annual budget of £162M and Spending Review settlement of £480M we are responsible for the financial management of the Digital Communications Capabilities Partnership, a unique community across several Law Enforcement representatives. This is a diverse role leading across the Partnership on in year management process as well as leading for the unit all aspects of Commercial activities which DCCU relies on to deliver our strategic objectives.

**Job description**:
As the In Year and Contracts Dep Head you will be an integral part of the Finance team, unit and wider Partnership helping to maximise capability delivery through sound financial management, working with varied stakeholders across the law enforcement community. This role encompasses management accounting, financial accounting, business partnering and Commercial offering a varied and interesting opportunity.

There will be an opportunity to gain DV level security clearance whilst in the role.

**Person specification**:
**Financial Management**:

- Lead In Year Management (IYM) reporting and management accounts submissions, including General Ledger and annual accounts for audit.
- Providing valuable financial advice, constructive challenge and support, strategic insight to the Business area(s) on their financial plans and programmes.
- Drive efficient financial performance against agreed targets, business plans and objectives working collaboratively with stakeholders within the business and from other functions.
- Lead and oversee In Year Management (IYM) reporting and management accounts submissions, including General Ledger and annual accounts for audit.;
- Utilise strong technical accounting skills to assist in daily operations within the team and to aid the above submissions.
- Lead and oversee financial reporting requirements to HSG
- Ensure robust systems of internal financial controls are in place
- Periodically undertake appropriate audit/assurance checks to confirm effectiveness of internal financial controls;
**Leadership**:

- Provide Leadership and management of team members, empowering, motivating and coaching to enable effective delivery using a strong Finance Business Partnering approach
- Through the team, deliver and effective accounts receivable and accounts payable function
- Contribute positively to the achievement of DCCU’s strategic objectives and demonstrate strong leadership and integrity to the wider team.
- Support Head of Partnership Finance in embedding a culture of transparent financial management across the DCC Partnership
