**Job description**:
The DIO has the responsibility for the management of property, infrastructure, and related services to ensure strategic management of the Defence Estate as a whole, optimising investment and critically supporting military capability to the best effect. DIO Regional Delivery Overseas & Training manages the delivery of the DIO contracted, and where appropriate in-house, facilities management and associated services to military users within Canada, Kenya, Belize, Germany, Norway, Brunei and Nepal. This includes performance and assurance management and key relationship management with senior users, key suppliers, and other elements of DIO Operations, to deliver the DIO Outputs to support Military Capability.

The Assistant Head of Overseas Delivery position is responsible to the Deputy Head of Overseas for Contract Assurance, Estate Compliance and Asset Management. This is an exciting post and brings the opportunity to support the delivery of high profile works on a lively and complex overseas estate which is delivered via Host Nation Industry Partners and Garrison Engineers working alongside Locally Employed Civilians (LEC’s). This new post gives an exciting opportunity to shape and develop the role alongside the DHd.

It is encouraged that the post holder will visit each of the Overseas sites annually - travel restrictions permitting.

This post has direct line management of 1 x Civilian Staff.

**Person specification**:
Contract Assurance
- Provide a single point of contact to lead and deliver an effective quality assurance regime in accordance with DIO Estate Management Policy (EM02) to ensure compliance with time, quality, and process requirements of the core contract. The post holder will develop and implement new assurance regimes, as required, to verify data integrity and external reports, identifying and staffing contract amendments.

Contract and Delivery Performance Review
- Lead an effective DIO Performance Management regime to ensure contractor performance is accurately reported through Key Performance Indicators.
- Identify and action opportunities for continuous improvement.

Estate Compliance/Risk Management
- Drive continuous improvement to ensure compliance of the estate with all Statutory, Mandatory and Health & Safety requirements for current and future Overseas contracts and standards delivered across a diverse overseas estate.
- The post holder will be responsible for proactively providing Infrastructure advice to the Customer at a senior level and working closely with the DIO Interventions Team.
- Provide a single point of contact to lead and deliver Risk Management within the Overseas Operational Team. Integrate with both 1* HQ and DIO Corp Governance risk management processes to report on all areas of Risk Management, including Reporting, Escalation and Mitigation planning. Conduct monthly assurance reviews of all held risks to ensure correct level of measures are in place taking action where required. The individual will also act as PoC for all risk stakeholder meetings.

Asset Management
- The post holder will ensure that historic asset data from the incumbent contractors are migrated to a DIO system for use on incoming contracts.
- They will also provide assurance support to the delivery organisations’ Overseas Procurement Contract as the contracts migrate during a transition period.

Collaboration and Host Nation Engagement
- Have oversight of delivery CIDP, building collaborative relationships with the Head Of Establishment and other stakeholders. Be alive to the unique Stakeholder relationships with Host Nations, and relationships with the respective Defence Attaché.
