**Job summary**:
His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, First Mine Counter Measure Squadron and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logístical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year. RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.

This role is part of a small organisation responsible for managing the licencing of Explosive facilities and stores across HMNB Clyde and ensuring Site compliance with Explosive Regulation.

The incumbent will lead a small team and act as the Lead Explosive Safety Advisor at Faslane. The incumbent is accountable to Superintendent Armaments Depot Coulport, through the Explosive Safety Manager (Clyde).

This position is advertised at 37 hours per week.

**Job description**:
This exciting role offers a chance to develop Explosive Safety Management skills together with networking opportunities across HMNB Clyde government and industry organisations. It will involve close collaboration with a wide range of organisations across the Explosives community, the Royal Navy and Defence. Full ‘on the job’ and internal/external training will be given for this role.

The key responsibilities for the role are:

- Act as the Faslane Explosive Safety Representative on behalf of Naval Base Commander Clyde and in accordance with Explosive Safety Regulation.
- Produce and upkeep Faslane Explosive Safety Orders.
- Authorise Explosive movements at Faslane through the Faslane Ammunitioning Approval Signal (FAAS) process.
- Carry out inspections of Explosive licenced facilities and storage areas in accordance with Explosive Regulation.
- Liaison with Clyde Estates and other MOD/Industry departments on projects for new build and change of use at Faslane, ensuring Explosive Regulation is being met.
- Provide advice and guidance on all aspects of Explosive Safety within the HMNB Clyde Site Safety Justification and be the point of contact for Explosive Events.
- Provide Explosive Safety Awareness training to HMNB Clyde (Faslane and Coulport) personnel, including Contractors.
- Provide advice for the Warships In Harbour Site Safety Case, to include explosive blast prediction advice and berthing co-ordination within Faslane Port.
- Represent Explosive Safety at meetings/activities as required.

**Essential criteria**:

- Proven leadership experience, with the ability to build resilient teams, influence and motivate others across organisational boundaries, and create a culture that motivates staff, promotes innovation and delivers results.
- Experience of confidently handling emergent operational or business matters and making balanced decisions to achieve a successful outcome.
- Experience of advising and securing the confidence of customers and stakeholders, demonstrating the ability to analyse issues and make clear recommendations about the way ahead, understanding the motivations of others to drive effective decisions.
- Strong interpersonal and communication skills, able to secure the engagement and support of a range of internal and external groups.
- Understanding of capability management and risk management processes.

**Desirable Criteria**:

- Knowledge and experience of risk management and mitigation.
- Understanding of Operational delivery management and Risk Management, preferably in a Ministry of Defence or other Government setting.
- Experience of working in a complex operational environment.
