The post holder will provide high level public health expertise into the development of a range of projects, with scope to include in-depth development of individual clinical services through to high level horizon scanning of future Trust activity, service models and clinical innovation, and the continued development of our future estate and service strategies. The post holder will work in partnership with the current Public Health Consultant and local Public Health teams, joint commissioning teams, place based partnerships, Primary care, Primary care Networks, ICB and will collaboratively with their peers through the public health consultants network to support the development of the North East and North Cumbria population health. The post holder will progress the Trust's contribution to health improvement for patients, their families, staff and the wider population, by developing and implementing public health strategies within the Trust and its communities. The post holder will be required to work with senior clinicians, managers and health care professionals, on complex issues where public health input is required across all domains of public health.
The post holder will make recommendations regarding services, patient care, estate and wider determinants of health. This is likely to include innovating in how the Trust uses clinical information, and the implementation of new tools to assist in decision making, forward planning, and service monitoring and evaluation. The post holder will be expected to cope with multiple and changing demands, and to meet tight deadlines. A high level of intellectual rigour, political awareness, negotiation and motivation skills and flexibility are required.
A high level of tact, diplomacy and leadership will be required, and an ability to understand other cultures, advise, challenge and advocate to enable effective working across organisational boundaries and influencing without direct authority MAIN DUTIES AND RESPONSIBILITIES 1. Provide expert public health advice and leadership for tackling healthcare inequalities to support and inform an evidence based and equitable approach in line with Organisation and System objectives, with a scope from individual clinical services through to whole system, place based partnerships, neighbourhoods or network planning, including the development of business cases, service reviews and healthcare needs assessments 2. Champion the implementation of relevant health intelligence capture, analysis and display techniques, to enhance the ability of the Organisation, Place and System to understand the care it provides, and to ensure continuing progress towards higher quality, safer care for our population 3. Embed approaches to tackle healthcare inequalities across the organisation, system, place and neighbourhoods through providing expert public health focussed input to future healthcare strategies, including analysis and forecasting of data for inpatients, outpatients and emergency attendances, and on ensuring that robust clinical epidemiology, alongside demographic and other population data, is readily available for use and active service evaluation 4.
Have responsibility for establishing and maintaining high levels of engagement with relevant inter-agency, regional, and national strategy proposals and policy consultations affecting the Organisation 5. Provide expert support on the role of the NHS as anchor institutions and working through working in collaboration with local government, in particular local Directors of Public Health, through formal and informal relationships, to develop and implement policy and strategy that supports the health of the population. 6. Provide expert public health advice and leadership to support and inform an evidence-based and equitable approach to enable the Organisation to fulfil its role as a key partner in delivering its services, in partnership with primary, secondary and social care, and across sectors including commissioning agencies, local authorities, voluntary sector, and other partners 7.
Undertake, commission or collaborate on research and audit activity where necessary and translate research findings into practice. 8. Develop public health promotion programmes within the Organisation, for patients, carers, staff and drive the dissemination of good practice across the Organisation developing the Organisation's role as a health promoting hospital 9. Design and deliver a training programme and placement for the training of a Specialty Registrar in Public Health placed at the organisation, and contribute to the wider education and continued professional development of the staff base particularly in health intelligence skills 10.
