**Job summary**:
The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 12,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, firefighters and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army. As such using data to aid understanding of our workforce is vital.

The Defence Learning & Management Capability (DLMC) programme are looking for a dedicated, experienced, and motivated Business Change Leader to join us and to lead business change and benefit realisation activities. DLMC is a strategically important, people-centric, and technology-enabled programme sitting within the Defence People Portfolio for Modernisation.

The DLMC team is part of the Information Directorate within the Army Headquarters. The HQ provides forces to support operations around the globe and directs, develops, and delivers the people, equipment, training and sustainment to ensure the Army is ready to meet the UK’s security and defence needs.

Although the Army leads the programme, DLMC is for the benefit of all in Defence and will deliver for the Whole Force.

DLMC is an ambitious and forward-thinking digital transformation initiative which is mandated to deliver and sustainably support an integrated, dynamic learning and management environment for Defence. The programme will enhance access to education and training opportunities and improve management information and business intelligence which will be used to optimise learning across Defence and inform decision-making at senior levels.

The DLMC solution will comprise a range of interoperable and complementary services, each one adding specific, distinct value as part of a coherent, consistent, and targeted user experience that surpasses everything that has come before it.

The steadfast advance of digital technology and the constantly evolving world in which Defence operates makes it increasingly important to ensure our people have the right skills and expertise, in the right place, at the right time. We will provide Defence with the information services platform to enable the transformation of its learning and management environment with data exploitation at the core.

This position is advertised at 37 hours per week.

**Job description**:
The Business Change Lead (BCL) will work with key Top Level Budget customers in an already well established Business Change Network, to understand the technical, business process and user level changes that the DLMC change programme will bring about and to advocate the advantages of using the solutions provided, allowing the benefits of this important Programme to be realised within the TLBs.

This is a challenging and exciting opportunity working to a civilian Programme Manager within a tight-knit team of like-minded professionals, including military and industry. You will lead the activities to ensure users and customers prepare to adopt, and receive benefits from, the high profile DLMC programme. The programme is already in delivery using agile methodologies.

**Key responsibilities**:

- Working collaboratively with Digital Foundry as the DLMC delivery agent and with the Programme Team to understand the phased delivery approach, and business change activities already identified.
- Line management of at least one Higher Executive Officer.
- Develop, maintain, and track progress against the business change plan and integrate business change activities into the overarching Programme plan/schedule.
