**Job description**:
There has never been a more exciting time to be working in active travel, and Active Travel England is at the forefront of this high-profile agenda. Active Travel England will help deliver the Government’s ambitious vision for half of all journeys in England’s towns and cities to be walked or cycled by 2030. The plan commits to ensure cycling and walking provision is at the heart of local plan making and decision taking. Joining the team now represents a genuine opportunity to shape transport policy in a time when other wider considerations like decarbonisation and economic growth are central government priorities.
One of the core functions of Active Travel England is going to be its role in the spatial planning system. The Spatial Planning & Development team will have two functions:
- ** The Development Management Casework Team**: responsible for discharging Active Travel England’s responsibilities as a statutory consultee for development management via the Town and Country Planning Act (Development Management Procedure) Order 2015.
- ** The Planning Policy & Strategy Team**: responsible for driving Active Travel England’s spatial planning agenda forwards, scoping out opportunities for influence and delivering projects and programmes that will allow Active Travel England to influence planning outcomes outside of development management.
We are looking for a Senior Planning Guidance officer to join the Planning Policy and Strategy Team. This role will be responsible for overseeing all of Active Travel England’s planning guidance outputs, including those related to the statutory consultee role, ensuring that all products are consistent, high-quality and add value for Active Travel England’s stakeholders.
The position holder will be responsible for designing and delivering new guidance products, reviewing and (where necessary) updating existing guidance products and inputting into guidance products issued by other executive agencies, government agencies or government departments.

- Ownership of Active Travel England’s spatial planning guidance products
- Oversight of the planning product review processes, from early scoping of potential updates to the publication of finalised products
- Oversight of the planning guidance stakeholder consultation and management processes
- Working collaboratively across Active Travel England, proactively identifying knowledge gaps or opportunities for issuing new products and ensuring that the right individuals with the right expertise are engaged on product development from the outset
- Assist on the delivery of active travel training packages, designed to increase the capabilities of local authorities in designing and delivering active travel infrastructure
- Collaborate closely with the Active Travel England communications team to ensure that product publications are accompanied by the right communications and messaging strategy
- Line management responsibilities of upwards of 1x HEO.

**About You**
You will need a good understanding of planning for active travel, with experience of working in a position in either the private, public of third sector that requires knowledge of planning, highways or sustainable transport policy and practice. With a good understanding of equality and diversity in scheme design, you will have good technical, communication and stakeholder engagement skills.
You will be highly motivated and proactive, with excellent time-keeping skills, both for own work and the workload of the team.
You have demonstrable experience of working in spatial planning policy, either at the local authority level, at another statutory consultee or elsewhere.
Strong planning policy or other similar drafting experience is pivotal, alongside the ability to provide technical recommendations under pressure.
You will either need to have RTPI (or equivalent) membership or the relevant spatial planning experience.
