The Bath & NE Somerset, Swindon & Wiltshire Diabetic Eye Screening Programme (BSW DESP) provides retinal screening clinics and image grading to people with diabetes.. We are commissioned by NHS England & Improvement to provide retinal screening on behalf of the NHS and our service is compliant with the National Service Framework (NSF) and National Screening Committee (NSC) guidance, standards, and objectives.
**Job Description**:
The role of the Engagement Officer is a full-time Monday to Friday office based post working out of our main local office in Bath. The role is pivotal to growing the service and meeting the needs of our service users to increase attendance for screening.
The post holder will assist the Programme Manager to develop and implement an Engagement and Communication Plan, acting as the first point of contact for service user and stakeholder relations.
The post holder will be responsible for building relationships with local healthcare professionals, community leaders and community-based support services and charities to promote diabetic eye screening with hard to reach groups, increase uptake of appointments and increase understanding of the importance screening with service users, particularly those who frequently do not attend.
The post holder will be directly responsible for targeted engagement activities such as social media use, local press articles and editorials, presentations and awareness workshops aimed at raising awareness of the programme and encouraging attendance at appointments; direct communication on the phone with non-engaged people; database management; and assisting the programme manager to implement service improvements from feedback and surveys.
**The main accountabilities**
- Develop and deliver a comprehensive and flexible engagement and communication plan (alongside the Programme Manager).
- Improve knowledge of the importance of eye screening in diverse communities using promotional activities and campaigns.
- Set up a regular service user group/forum, progressing any identified development opportunities.
- Establish relations with local community leaders in hard to reach groups such as BaME or faith groups.
- Work with Local Authority Public Health and Community Development Teams on shared activities and campaigns that will lead to improvements in uptake and coverage in the areas of deprivation, BAME communities and others with known low uptake, coverage and/or high levels of non-attendance.
- Establish productive links with community health support groups such as Social Prescribers, Healthwatch, Diabetes UK, LMC, GP and Practice Manager Forums and diabetic specialist nursing teams.
- Monitor clinic booking performance to ensure all clinics are fully utilised and waiting lists are kept to a minimum in higher demand areas (working alongside Central Administration Team).
**Job dimensions**
- Develop promotional activities including regular social media posts, generating publicity materials and identifying suitable events at which to promote diabetic eye screening.
- Develop a network of key stakeholders involved in caring for people with diabetes across the region, identifying joint working opportunities and service improvements.
- Undertake outreach work within secure establishments to improve uptake and knowledge of the importance of eye screening.
- Carry out service user surveys either in person or on the telephone.
- Use data processing to identify those service users deemed persistent non-attenders. Focus on improving the overall programme participation level by actively engaging these people.
- Schedule appointments ensuring all eligible patients are offered annual screening as per NDESP guidelines and guidance. This will involve the booking, rearrangement and cancellation of appointments in accordance with programme requirements using the OptoMize patient database.
- Maintain an up to date and accurate patient database by undertaking and participating in continual data validation/cleansing through multiple levels of data analysis.
- Ensure all documentation of a sensitive nature and containing Personal Identifiable Data (PID) is disposed of in a secure a proper manner in line with Data Protection Act and Caldicott Principal Guidelines.
