The Role:
The PMO Analyst works as part of a PMO team that provides an independent assurance service to programmes and projects ensuring best practice standards are applied across the DCC change portfolio.
Specific responsibilities include:
Guiding programmes and projects through the Change Delivery methodology and CR process, providing support and challenge and coaching as required to ensure knowledge is embedded and projects are compliant.
Working with programmes and projects to ensure quality of deliverables and artefacts as defined in the Smart DCC Change Delivery Methodology, including plans, RAID, reports, financials.
Defining standards for programme and project documentation storage, configuration management and version control and ensuring these are adopted.

Ensure project plans are produced to required standards - providing challenge and feedback and rectifying actions to and tracking these to resolution.
Undertaking base-lining of project plans and ensuring any project variances are raised via project change controls.
Scrutinising Project Change Controls (PCR) to ensure full impact analysis has been undertaken across time, cost, resource and benefits prior to submission at governance forums for approval.
Ensuring project stage gate readiness is undertaken in a timely manner to avoid any un-necessary slippage to stage gate milestones.
Producing, maintaining and tracking programme level plans, capturing all interdependencies and critical milestones and anlaysis of impact of slippage on critical path delivery.
Producing, maintaining and tracking programme level risks & issues, ensuring appropriate mitigation and actions are executed and updated.
Producing, maintaining and tracking programme demand and resource profiles - identifying impact of project changes and escalating for resolution.
Supporting the PMO Manager in scheduling and undertaking deep dive review sessions as required - capturing project remedial actions and then working with project managers to track and resolve these to conclusion. Creation of MI and reporting on findings.
Facilitating upskilling and training of project team members in specific areas of best practice where required, identifying trends and supporting capability uplift working in conjunction with practice leads.
Support the collation and quality assurance of programme level reporting - working with programme managers to ensure it is fit for purpose for upward reporting to ExCo, DCC Board and industry forums by providing challenge and validation.
Supporting onboarding and upskilling of new PMO and project team members
Skills & Experience:
Essential
2+ years experience in a programme or project related field (e.g. project co-ordinator, PMO, project management)
Self starter with ‘can do’ approach, able to work independently and as part of a team in a dynamic, fast-paced environment.
Exceptional organisation skills, with the ability to prioritise across multiple conflicting project demands.
Strong communication both written and verbal and collaboration skills - ability to work effectively across internal and external teams
Ability to challenge and influence senior programme and project team members to drive improvements to programme and project quality and ensure alignment with DCC standards and methodology
Demonstrable experience of working in a similar programme and project environment within a technology and regulated industry.
Competent in using Microsoft suite of tools including Outlook, Word, Powerpoint, SharePoint and working knowledge of MS Project
Advanced Excel skills - ability to build and manage complex spreadsheets for management and analysis of information.

Desirable
Experience of using a PPM toolset to manage plans, resources, risks and issues
P30, PRINCE 2 or PMP certification
Experience working in a fast-paced, high pressure technology organisation, telecoms or the energy sector
