Strategic Procurement Officer**

**£44,331 - £53,607 per annum**

**We are based at the incredible Dockside offices in Newham, but offer Hybrid working to all staff, which is currently 2 days in the office or at a work location.**

Newham Council is developing it’s corporate procurement team with a new operating model and is looking for part qualified enthusiastic procurement professional to join the team at this exciting time.

This is career grade role for a CIPS level 3 qualified person, who can develop their technical knowledge and skills in a complex organisation that provide a wide level of exposure to public sector procurement.

**Main Purpose of the Role**

Provide advice to Council officers on specifying and procuring quality goods and services in accordance with the Councils’ Standing Orders.

- Undertakes market research and market-testing for commodities and services and to stay a breadth of new initiatives/products.
- Manages the Tender process and in accordance with the procurement policies and procedures.
- Responsible for ensuring the e-tendering system is utilised correctly and that data is correct. To have the knowledge and expertise to train other users on the e-tendering system.
- Contract manages designated corporate commodity goods and service contracts (low complexity & risk) so as to ensure optimum delivery and performance against Terms and Conditions of contract.
- Analyses Council-wide use of these corporate contracts so to ensure overall the Councils are maximising the opportunities presented by their purchasing power (whilst also recognising local priorities).

**Skills and Experience**
- Excellent Communication skills
- Up to date knowledge of PA 23 and PCR 2015.
- Experience of supporting key users
- General knowledge of all procurement categories.
