**Job description**:
Would you like to deliver critical policies for addressing climate change? In 2019, the UK became the first major economy in the world to legislate to have net zero carbon emissions by 2050. This means we will no longer be a net emitter of greenhouse gases which contribute to climate change.

As a result, this is an exciting time to join the Hydrogen and Industrial Carbon Capture (HICC) directorate which was formed to ensure successful delivery of the government’s Net Zero programme and decarbonise the economy. It is a fast-paced and exciting directorate that is at the heart of BEIS energy and climate change policy.

Our CCUS infrastructure programme continues to progress at pace - in the Net Zero Strategy we set out our ambition to capture at least 6 million tonnes of carbon dioxide (CO2) per year from industrial sources by 2030. To help deliver these ambitions we confirmed two ‘Track-1’ clusters for development in the mid-2020s as part of the CCUS Cluster Sequencing programme and our team is working to ensure the commercial frameworks and support mechanisms are in place to enable the deployment of capture projects at these locations and across the UK and beyond for ‘Track-2’.

The team:
The Industrial Carbon Capture (ICC) Business Model is a new incentive mechanism comprised of a long-term contract to provide ongoing revenue support to industrial CCUS projects. The ICC business model will provide funding support towards decarbonising vital industries such as chemicals, refining and cement. Within the commercial policy area, we are looking to ensure we establish the correct incentives for ICC deployment whilst delivering value for money for the taxpayer.

You will have the opportunity to work on high-profile, complex and challenging policy development, alongside engaging with our key internal and external partners, as well as the chance to make lasting change

**Person specification**:

- We are looking to recruit a highly motivated, proactive individual with a track-record of critical thinking. Your focus will be on the technical elements of the business model design, such as understanding the technologies being deployed and sectors of implementation, and the impact this has for eligibility, commercial design of the model and contractual terms. This could include:
- Developing and finalising technical components of a first-of-a-kind ICC business model, including leading particular policy workstreams ( e.g. metering, carbon capture technologies).
- Engaging with technical advisors to steer and handle work produced to drive forward policy design.
- Driving forward the delivery of the ICC business model contract, working with legal advisers and delivery partners to translate the ICC business model policy into contract terms ahead of negotiations with ICC projects.
- Supporting evolution of the ICC business model for futur
