**About Us**
The Disasters Emergency Committee (DEC) is a unique and dynamic membership organisation which comprises 15 of the UK’s leading humanitarian charities: ActionAid, Action Against Hunger, Age International, British Red Cross, CAFOD, CARE International, ChristianAid, Concern Worldwide (UK), Islamic Relief Worldwide, International Rescue Committee UK, Oxfam GB, Plan International UK, Save the Children, Tearfund and World Vision.
Pooling our resources to work as one, we are pivotal in co-ordinating the UK public's response to overseas disasters. In collaboration with our Rapid Response Network of national media and corporate partners, we raise the alarm to the UK public and set up easyways to donate, with the majority of our funds raised over an intensive two-week period following a disaster.
Since our launch in 1963, we have run over 70 fundraising appeals and raised more than £2bn, saving countless lives and rebuilding communities.
We are now seeking a Monitoring Evaluation Accountability & Learning Officer to join us and provide MEAL programme expertise across our current Covid, Afghanistan and Ukraine appeals, on a full-time basis for a 3-year fixed term contract.

This is a fantastic opportunity for a humanitarian professional with a strong grasp of M&E research skills and frameworks to join our secretariat and be part of a phenomenal fundraising organisation.
**The Role**
As a Monitoring Evaluation Accountability & Learning Officer, you will support the monitoring, evaluation, accountability and learning activities that we undertake with our 15 member agencies through collation and analysis of data.
You will contribute towards learning and accountability outputs and review members’ programme plans and reports and ensure our policies and guidance are always followed.
Contributing to reporting, you will track member evaluations, management responses and Core Humanitarian Standard (CHS) verification status and contribute to annual CHS verification update. You will support the drafting of Terms of Reference for learning initiativesand maintain a log of recommendations.
Additionally, you will:
- Track status of management responses to learning initiatives
- Maintain the Research & Learning Agenda
- Liaise with internal and external stakeholders
- Provide administrative support - drafting contracts, setting up meetings, preparing presentations
- Participate in workshops, meetings and networking events
**About You**
To be considered as a Monitoring Evaluation Accountability & Learning Officer, you will need:
- A commitment to a career in the humanitarian sector demonstrated through work experience with an international NGO
- Experience of providing administrative and operational support in a similar role, including the proven ability to develop and improve administrative and operations systems or procedures
- Proven experience of quality assurance and data cleaning of large data sets
- M&E or quantitative and qualitative research skills gained in a humanitarian context
- Strong understanding of humanitarian issues and the humanitarian sector
- A good understanding of M&E frameworks and humanitarian indicators
- A good understanding of accountability to affected populations (AAP)
- The ability to analyse complex data and present coherent reports
- High attention to detail and numerate accuracy in analysing and using data/financial information
- A high level of IT literacy
- The ability to engage with stakeholders at varying levels
- A degree (or equivalent qualification) in a relevant discipline
Experience with a DEC member agency would be beneficial. Working knowledge of the Core Humanitarian Standard (CHS) and familiarity with MaxQDA would also be an advantage.
