This post represents an exciting opportunity to join a dynamic team on a two year post rotating between The Shaping Change teams four functions; Improvement & Implementation, Change Hub, Innovation and the Dragons Heart Institute

The post holder will play a key role in supporting the Director of Improvement & Innovation, Assistant Directors, Heads of Service and Programme/Project Managers in the development and implementation of the Health Board’s key objectives to deliver services that provide optimum patient care, ensure efficient use of resources and promote a culture that is progressive and inclusive.

As a core member of the team the post holder will support a number of projects linked to organisational priorities and will be responsible for leading defined service change projects across the UHB. Working closely with the Assistant Directors, Heads of Service and Programme/Project Managers the post holder will ensure that identified actions are completed in line with implementation plans ensuring that project standards are fully complied with.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

This post is fixed term for 24 months due to - meet the needs of the service

The Shaping Change team contains four functions; Improvement & Implementation, Change Hub, Innovation and the Dragons Heart Institute. The post holder will rotate between these four functions, spending six months in each. This will provide an opportunity to develop more advanced change skills in each of these specialities whilst also supporting the delivery objectives of the team.
- Support the development and authoring of detailed project initiation documents (PID) and learning reports in conjunction with the Assistant Directors, Heads of Service and Programme/Project Managers.
- Work with individual Clinical Boards, Directorates and Functions to support improvement in priority areas. Develop detailed implementation plans in conjunction with service and programme leads.
- Assist in the identification of the tasks involved to help ensure a successful implementation using improvement, innovation and/or project management tools and approaches. This will involve independently reviewing project plans and identifying options for failure mitigation to ensure projects are delivered.
- Advise on the use of service improvement, innovation and/or project management methodology in conjunction with agreed relevant processes. To achieve this, the Programme Co-ordinator will require:
a. Foundation level improvement, project management or innovation training to the equivalent of six sigma yellow belt, IQT silver foundation, Prince 2 Foundation or equivalent experience

b. Experience in either service improvement or innovation project work

c. Excellent communication and interpersonal skills to work with Clinical Board Teams, primary care contractors and other senior leaders to continuously improve performance.

d. Excellent influencing and negotiating skills and an ability to work with and motivate staff groups of all levels in the organisation

1. Assist in the identification of resource requirements to ensure that identified tasks are completed in line with implementation plans. Budget management duties include the administration, monitoring and reporting of project budgets and outlining opportunity costs associated with alternate delivery models.
2. Utilising a PDSA approach undertake a review of relevant service teams and departments. Develop and implement proposals and policies for programme changes which arise from the review and work with the relevant teams to ensure implementation.
3. Work with the Assistant Directors, Heads of Service and Clinical Board Change Partners to develop Support Units for Clinical Boards and Corporate Functions to deliver and sustain demonstrable improved performance. Advise when projects are going off plan and formulate adjustment strategies to secure project delivery.
1. Work in collaboration with identified teams for the re-engineering of the service using service improvement, innovation or project management methodologies as the enabler.
