Large Business is responsible for HMRC’s compliance work with the largest and most complex business customers, businesses which account for some 40% of HMRC’s annual revenues.

In addition we have recently rolled-out our new enhanced approach to risk assessment to bring to bear increasingly low risk tax behaviours among our large business customers.

**Job description**:
**Reporting to the Deputy Director for LB Compliance Policy, Risk and Work Programme, the SCS1 Head of Function for LB Litigation and CCG Case Governance leads a range of sub-functions designed to ensure that the most complex and most significant tax risks are assured as per the Litigation and Settlement Strategy. This includes accountability for**:

- HMRC High Risk Corporates Programme
- HMRC Taxes Disputes Resolution Board
- CCG Disputes Resolution Board
- LB Alternative Dispute Resolution
- LB pre-litigation support

The function will manage CCG submissions and provide support to case teams through the Tax Disputes Resolution Board and CCG Disputes Resolution Board meeting. This will include managing expectations for timelines and quality. It will organise the Alternative Dispute Resolution (ADR) process for LB customers.

It will also provide effective management to LB's most high-profile disputes through the High-Risk Corporates Programme driving improvements in customer behaviour and timely progression of open risks.

The central litigation team will support LB regions as cases start to show hallmarks of moving towards litigation. This may be through an appeal received at the FTT or where there is a strong reason to believe a decision made will be appealed to the FTT. It will work closely with our LB Compliance Risk function consultants to identify a strategic need to prioritise a case or issue for litigation.

**Key responsibilities**
- Lead an organisation of approximately 30 people including direct line management in order discharge the role of the CCG case governance and LB litigation.
- Ensure effective functioning of the HMRC and CCG disputes resolution boards including pre-briefing director chairs, providing technical leadership to cases and identifying potential challenges for chair to make.
- Brief the SCS3 Tax Assurance Commissioner of recommendations made by disputes resolution boards to take decisions.
- Help LB director discharge their responsibility on HMRC High Risk Corporates Programme
- Work with peers to ensure that High Risk Corporates and significant risks are dealt with in a single, efficient programme of activity.
- Build and run an organisation that is resilient, has identified career paths for individuals and one that is recognised as the single place for awareness of all current LB activity.
- Regular interactions with LB director, LB regional deputy directors, LB central deputy directors, CCG directors, CS&TD deputy directors (especially with the Contentious Issues Panel).
- Providing sound advice to the chairs of disputes resolution boards and to Tax Assurance Commissioner on the most complex tax compliance matters in the department. These are required to be Litigation and Settlement Strategy (LSS) compliant.
- Run an effective organisation of senior tax professionals that successfully administer the cases governance boards including decisions on the type and nature of cases to prioritise for governance, points of principle that must be established in governance and advising directors where they can exercise discretion.

- Experienced senior tax professional with a strong track record in leading complex tax issues to resolution with a particular focus on tax compliance of large and multinational enterprises.
- Experience of operating the Litigation and Settlement Strategy (LSS), the framework within which HMRC resolves tax disputes through civil law processes and procedures in accordance with the law, with a particular focus on tax compliance of large and multination
