**Working Days and Hours**:Monday to Friday, 9am to 5pm, 37.5 hours

**Job Purpose**:

- Working in partnership with the Divisional Director and Divisional Chief Nurse, the role will be responsible for the provision of leadership, direction and governance for all services in the Division in order to achieve the highest quality Divisional performance.This will include delivery of local and national strategic and operational service objectives developed by the Division and agreed by the Trust Board.
- Specifically the post holder will be accountable for providing high-level operational leadership and planning, ensuring safe, high quality and efficient delivery of the day to day operational management of the Divisional services, which meets the needsof patients, achieves set and agreed standards and financial targets.
- The post holder will work across planned and unplanned components of service delivery specifically focusing on issues needing the greatest level of support including capacity and flow, theatre efficiency and activity.

**Duties**
- In partnership with the Divisional Director and Divisional Chief Nurse set the vision and determine the objectives of the Division, monitor performance against these and take corrective action to recover poor performance.
- Provide leadership for the development of a Divisional strategy ensuring that the corporate aims and vision of the Trust are supported and achieved.
- Development of an annual Divisional business plan for all services and ensure that it is fully implemented.
- Ensure services are delivered in line with the performance and outcomes frameworks and finance and business plans, meeting and exceeding all national and local standards and coordinating any action plans for improvement with staff and other providers ifrequired.
- In conjunction with the deputy COO and Associate Director of Performance, agree capacity and efficiency plans and be responsible for delivering agreed activity levels to enhance performance.
- Accountable for the delivery of all constitutional and other performance targets related to divisional activities including but not limited to, RTT, 4 hour transit time, Cancer, Length of Stay, Outpatients and Theatre Efficiency.
- To provide visible operational management and leadership to the operational teams across the Division. The post holder will actively pursue a range of opportunities for supporting efficiency, morale, quality and for professional development of the Division’soperational management teams.
- To present key performance data at Trust performance meetings ensuring all data is comprehensively evaluated before the meeting.
- To take overall budgetary responsibility within the Division, ensuring it meets its financial targets and contribute to the Trust meeting its own corporate financial obligations.
- To operate within the Trust’s standing orders, standing financial instructions and schemes of delegation.
- To lead on the identification, implementation and delivery of expected cost improvement plans and where applicable negotiate potential revenue generation opportunities in accordance with corporate policy, including engaging clinician support in deliveryand undertaking quality and safety impact assessments.
- To develop and manage service level agreements with other providers as appropriate.
- Work closely with internal teams to devise systems proactively to manage service demands and ensure that these are fully implemented.
- To oversee workforce planning, recruitment, selection and development of all staff within areas of responsibility.
- Accountable for ensuring that staff are appropriately managed and developed and that they are therefore efficient, effective, engaged and highly motivated to deliver the business of the Division, whilst improving the patient experience.
- Work with Divisional Director and Associate Director of Nursing and other heads of services to ensure that systems and processes are working effectively to deliver safe and timely admission transfer and discharge of patients that will minimise clinicaland operational risks and safety issues.
- Ensure that regular reviews take place across all services within the division and that issues are addressed in a timely way.

**Qualifications, Skills and Experience**
- Educated to degree level or equivalent.
- Relevant Masters professional qualification or equivalent
- A formal management qualification, which has been tested in a management post or appropriate equivalent managerial experience.
- Evidence of continuing professional development.
- Significant previous senior managerial experience in a large and complex organisation preferably within the NHS.
- Experience of service redesign and development across organisations or cross boundary
- Significant experience of effective management of budget and leadership of staff
- Senior operational leadership over more than one discipline/function including financial and performance management
- Political sensitivity and experience of dealing with a range of complex facts or issues within a demanding internal/external stakeholder environment
