**Summary**:
Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.

We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.

We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government. This role will sit within the GCO, but based in our Cabinet Office commercial team delivering departmental objectives.

**Job description**:
The Cabinet Office is seeking a Commercial Business Partner to lead a portfolio of Departmental assurance. The role has a high profile across Departments and within Cabinet Office, advising Ministers and Senior Civil Service leaders and you must be comfortable and credible operating both in this environment and across a varied range of stakeholders.

Lead the development and management of senior Departmental relationships to promote and assure GCF of the achievement of Commercial Standards in Government.

**Responsibilities**:

- Take a lead role in the team (and with others) to provide day to day leadership for the commercial assurance activity in the GCF, to include commercial controls and reviews, managing resources both direct and indirect across the team;
- Liaising at appropriate levels and across Government Departments, to offer early stage specific advice to Departments to assist them in managing their commercial activity deemed in scope of Government spending controls and assurance;
- Work with colleagues across Cabinet Office and HM Treasury to promote functional commercial leadership and standards, and deliver sustainable change, leading ad hoc teams of internal (Cabinet Office) and other advisors (e.g. Government Digital Service, HM Treasury etc.) and analysts to deliver effective outcomes;- Identify and leading a portfolio of Assurance reviews with Departments for GCF including contributing to or leading specific commercial reviews that address projects, programmes and organisational capabilities;
- Provide timely advice to officials and Ministers on both programmes/projects and wider Departmental delivery to Commercial Operating Standards - assessing and interpreting commercial pipelines of activity;
- Work across the Continuous Improvement team (and GCF) to assist the Deputy Director and Director to achieve business plan objectives for the function and to disseminate good practice in the team and across Government in order to improve overall commercial capability;
- Lead and coach departments within your portfolio on continuous improvement activities and support their improvement plan delivery;
- Grow and evolve the team’s approach to commercial assurance, suggesting and implementing amendments to existing processes and controls, as required, and in relation to assurance procedures, including supporting and iterating Commercial Standards, wider spending controls and other outputs related to commercial assurance and commercial continuous improvement;
- Line (and/or matrix) management of commercial assurance staff performance and development (as required) - in the context of portfolio management and delivery. The post holder will be expected to have a key role in coaching and developing other staff within the team and wider function.
