We are looking for an Adult Care Project Manager to project manage the Enhanced Roles project. Hertfordshire Care Providers Association (HCPA) is a unique company set up to support adult care providers within Hertfordshire to raise quality standards of care.We are a non-profit member’s association for adult care providers. We support over 500 care organisations to improve the quality of care they provide across a variety of projects.

**Project Summary**:
To develop a Hertfordshire system strategy for the sustainability of enhanced health roles in residential and nursing homes. Aiming to support staff development and retention, as well as supporting better management of health-related tasks within homes.By having enhanced roles, it should reduce need for unnecessary emergency health support, better management of deterioration, better utilising of clinical staff skills across the system and offer further career development opportunities for social care staff.

Although the Nursing Associate is a nationally accredited program, there is still little uptake in Hertfordshire Nursing Homes, and for residential settings although care staff have started to take on minor tasks from health services such as basic healthobservations this is not formalised and does not have clear oversight for accountability within roles.

This project will look at how we can co-produce the development and establishment of these roles as a system, including but not limited to:

- Setting clear expectations of what is and isn’t expected of homes to create consistency.
- Sustainability of health tasks being carried out as standard within these settings for the future.
- Create a framework of accountability and responsibility with system partners to ensure health tasks have adequate oversight within providers CQC registration.
- Continue to enhance system relationships between the homes and health partners.
- Offer career development opportunities for staff within the sector aiding retention.
- Support the homes to consider the future of their service roles and how these need to be adapted to meet system need and continue staff career development for retention.

**What does the role of Adult Care Project Manager involve?**

Based in Welwyn Garden City, reporting to the Clinical Education Team Manager, you will project manage the development and implementation of an enhanced health role strategy for social care providers in Hertfordshire. Specific responsibilities include:
- Project manage the development of the enhanced role strategy in consultation with system partners including social care managers and owners. Strategy will include both Health Liaison role for residential homes and Nursing Associates for nursing homes.
- Create and update project documentation, including TORs (terms of reference), provider agreement etc.
- Establishing nursing home forum to support nursing homes interested in trialling Nursing associates and encouraging take up of Nursing Associate programs during project timeline with the aim of enrolling onto programme.
- Reviewing cost benefit analysis of new roles against traditional NHS, utilising delegated responsibility framework. A return-on-Investment example will be key in getting proprietors to think about changing their staffing structure - it will need to demonstratethat the benefits to the organisation where does time, money and resource best sit.
- Create post project sustainability proposal to future proof the roles and support required
- Complete and/or maintain all project management documentation. This ranges from project initiation documents, milestone checklists and project reports, utilising Microsoft projects to complete.
- Keeping track of all KPIs, Milestones, risks and issues of projects and creating change requests where necessary
- Engaging stakeholders and members to take part in project and attend relevant meetings.
- Creating wording for marketing literature and approving marketing materials
- Keeping all documents and paperwork relating to project up to date and standardised.
- Monitor the spend of defined projects and work with the manager to ensure that projects are completed within the defined budgets.
- Support with the wider recruitment activities to support new staff into the social care sector in Hertfordshire.
- Any general tasks as requested which contribute to the smooth running of HCPA
