**VACANCY - SAFE ESTATE COMPLIANCE OFFICER (SECM)**
A vacancy has arisen for the post of **Safe Estate Compliance Officer (SECM)** with the **Reserve Forces and Cadets Association for Northern Ireland (RFCA NI)**. This is a full-time post based at our Head Office in Belfast though there would be the opportunity for hybrid working, with a maximum of 2 days working from home.
The appointment requires Technical membership of the Institute of Safety and Health (Tech-IOSH) or equivalent; experience of developing and implementing health & safety management systems in the hard facilities management sector; experience in health & safety and environmental risk management; and experience of key stakeholder management.
The successful applicant will have good communication skills, strong IT skills and an ability to assess, prioritise and manage risk.
The salary for the appointment at commencement is **£33,830** (Crown Servant Grade Higher Executive Officer (HEO) full-time post). The post holder will be required to work a 37 hour week (excluding lunchbreaks). Normal working days are Monday to Friday but occasional evening and weekend work will be required. The successful applicant will be eligible to join the Council of RFCAs Pension Scheme which operates a Career Average Revalued Earnings Scheme (CARE).

**SAFE ESTATE COMPLIANCE OFFICER (SECM)**
**GRADE: Higher Executive Officer (HEO)**
**General Description of Role**
The Safe Estate Compliance Officer (SECM) will be responsible for all legal and mandated compliance requirements to ensure a safe estate. They will implement and contribute to the continuous improvement of the health & safety and environmental management system (SEMS) in line with MOD standards, assuring its effective use throughout the Region.
The SECM will report to the Head of Estates and will take on the following responsibilities:
**Principal Areas of Accountability**
a. Responsible for ensuring that the systems and procedures are in place and are being followed in order to achieve and demonstrate compliance with statutory and MoD-mandatory Health, Safety and Environmental Protection requirements within the Region, principally, but not exclusively, in respect of the provision of a safe and compliant estate.
b. Responsible for providing professional health and safety, environmental and sustainability advice in order to drive a positive safety and sustainability culture within the Region.
c. Responsible for delivering the full process for statutory and mandatory inspections and tests (SMIT), and the works arising from them, on the VE within the Region.
d. Responsible for ensuring health & safety and environmental risks are identified, assessed and effectively managed within the Region. Including conducting health and safety and environmental audits of RFCA-conducted business in accordance with the CRFCA audit programme and completion of the health and safety portion of the 5% monthly estates audits.
e. Responsible for representing RFCA NI at single Service Regional health and safety, environment and sustainability forums, for example those held by Army Regional Points of Command. Provide reports from the forums to CRFCA Head of Safe Estate
compliance.
**Tasks and Duties**
**1.** **Audit Inspection and Risk Management**
a. In accordance with the CRFCA Audit Programme, plan, programme and deliver health and safety and environmental assurance audits within the Region and ensure that action plans are established and implemented to address any issues identified.
b. Ensure that rigorous risk assessment and incident management systems for the VE are in place and being correctly implemented within the Region.
c. Synchronise SMIT visits between contractors and customers (units) to the required frequency, ensuring that any reasons for missed appointments are logged and that inspection is re-arranged in a timely manner in order to ensure site compliance.
d. Maintain comprehensive records of agreed Statutory and Mandatory Certificates, ensuring distribution to the units to which they apply.
**2.** **Implementation**
a. Ensure that agreed inspections and tests are carried out within the schedule set down in the service specification, and that certification is received prior to payment being made.
b. Ensure that, where required, fault reports are raised, remediation costs are obtained and works orders are issued for agreed statutory and mandatory remedial works.
c. Ensure that the safety implications of any identified non-compliances are communicated to the relevant estate users in a timely manner so that they may implement suitable risk mitigation measures.
d. Ensure that invoices for SMIT and works arising from them, are processed in a timely and accurate manner.
