- Our directorate, Emergency Preparedness & Health Protection (EPHP), plays a vital role in protecting people's health by ensuring that the Department and its partners are ready and resilient to manage incidents and emergencies affecting the health and social care sector. Many in this directorate have played a central role in the response to the Covid-19 pandemic, and we continue to be ready and prepared to respond to Covid or other incidents that come our way.
- Our directorate objectives also focus on our leadership and delivery of health protection programmes, health security policies and plans to respond to infectious diseases and potential pandemics.We are recruiting SEO policy and response officer roles to join the Operational Response Centre (ORC) within the EPHP Directorate.
- The ORC’s role is to anticipate, plan for and respond to situations that put critical health and social care services at risk - whether that is a cyber attack, power outage or major public event.
- Our work is a unique mix of operations and policy, with a real variety of tasks - from thinking strategically about the future of Government’s approach to building resilience to creating standard operating procedures for evacuating patients.
- When incidents occur, we move quickly to set up an Incident Management Team, bringing in expertise from across the department and our ALBs to implement contingency plans. We provide training to help team members develop professional incident response skills.
- These are outward facing roles, working closely with colleagues in NHS England, UK Health Security Agency and across government to ensure we can respond swiftly to keep patients safe.

- The posts are SEO Resilience/Readiness/Response leads in the Operational Response Centre. They will give postholders the opportunity to utilise and enhance their skills in policy making, problem solving, and risk management. The postholders will thrive in fast-paced environments, will be adaptable and strong team players with a focus on delivering the best possible outcomes for the system and public. They are outward facing roles which will give the postholder experience of working across the Health and Social Care Sector as well as across the resilience and emergency response community across government. The roles are likely to involve line management of 1-2 staff at EO and HEO level.**Responsibilities**:

- The post holder will lead discrete projects supporting work programmes the ORC and will have line management responsibility. It is important that the post holder is able to build strong relationships with colleagues across Government departments and be a strong team player.**Work programmes include**:

- Contributing to cross-government resilience and preparedness work including for the threats and hazards set out in the Government’s National Risk Register, such as power outages or fuel shortages.
- Co-ordinating the health contribution to cross-government resilience strategy, having oversight of the entire programme and its deliverables;
- Contributing to the strategic governance of the Emergency Preparedness, Recovery and Response function for the health and care sector;
- Continuous improvement of the emergency response function in DHSC ensuring that DHSC is able to effectively respond to a range of disruptions impacting on the health and care sector;
- Preparing the department and sector for disruptions including contributing to cross-government preparedness programmes

The post holders, when required, should be willing to be part of the 24/7 on call arrangements in the Department (for which additional benefits are paid). The on-call rota requires a commitment to be available to respond to incidents out of hours approximately 7 days every 2 months.
