**Hybrid of home working and from the Town Hall, in Romford with the expectation of site visits where required.**
As a regulatory role you will carry out appropriate enforcement, respond to complaints of nuisance, and/or air quality and/or contaminated land depending on your specific specialism. You will need to serve notices as necessary and be expected to attend court and other hearings to provide evidence and lead on prosecutions under the council's enforcement policy.
**Key Responsibilities**:
- Respond to and fully investigate reactive requests for service relevant to Public Protection and own areas of competency as defined within your PDR and 121’s.
- Carry out proactive work such as inspections and sampling programmes.
- Support Projects as agreed with a Public Protection Manager
- Achieve agreed performance targets for the service and individually as defined within service and corporate plans; and PDR’s/121’s.
- Maintain a technical and legal knowledge of specified technical areas of expertise within the Public Protection Technical Competency Matrix.
- Be aware of the sensitive nature of the services provided so as to respond swiftly and effectively to allay incidents that could have the potential for adverse publicity and be detrimental to the council
- Liaise and work with members and senior managers in relation to their own caseload.
- Maintain close links and promote collaboration and partnership working with relevant stakeholders and clients in relation to your current caseload.
- Ensure maximum customer care provision when completing caseload and support projects to support a robust service monitoring and performance programme.
- Support continuous service delivery improvement when completing casework.
**Qualifications**:
- Degree, HNC and/or HND level qualification in Environmental Health or an appropriate equivalent qualification or equivalent level of experience in an appropriate area.
- 5 GCSEs or equivalent including English and Maths (C and above)
- Full drivers licence, own vehicle and business insurance.
- Membership of a relevant professional organisation - desirable
**Knowledge**:
- A thorough technical knowledge of Building Construction, Industrial Processes, Contaminated Land, Sources of Pollution, Statutory Nuisances, Food Technology, Microbiology and Infection Control and Risk Management.
- Broad Knowledge & Legal Knowledge Of Environmental Health Enforcement Matters Including Domestic Noise Control, Nuisance Investigation
**Experience**:
- Experience of successfully managing a multi-disciplined enforcement caseload.
- Experience of successfully working within varied Public Protection Services.
- Experience of effectively working with key stakeholders and clients such as members, residents, external agencies, business partners and the private sector.
- A high level of achievement in meeting statutory duties, attaining legal compliance and enforcement work through to successful prosecution.
- Experience of supporting the delivery of projects from inception to completion.
- Experience of the use of ICT, the MS Windows operating system, MS Word, MS Excel, MS Project, MS Powerpoint, GIS, Instant Messages, Apps and tools for mobile working.
- Experience of ordering products and equipment to support own work, ensuring appropriate records are kept for audit purposes.
- Experience of working through the democratic process including reporting to committees, forums and strategic groups.
- Experience in supporting the implementation and maintenance of quality management systems.
**Skills & Abilities**:
- Excellent communications skills, due to the significant portions of their time they spend interacting with the public, statutory consultees, stakeholders and elected representatives.
