**Job summary**:
The UK Parliament sits at the heart of our democracy and system of Government in the UK. Comprised of two Houses (the Lords and the Commons) UK Parliament works on behalf of UK citizens to check and challenge the work of Government, make and shape effective laws, and debate/make decisions on the big issues of the day.
This role sits within the Parliamentary Commercial Directorate (PCD). This Directorate is responsible for commercial strategy, commercial policy and standards, procurement delivery and contract & supplier management support across the organisation and plays a key role in the operation of the Houses. The PCD team sits within the House of Lords but is a bicameral service and supports both the Lords and the House of Commons. You will have the opportunity to work as part of a growing and ambitious function committed to delivering the members of both Houses the goods and services they need, when they are needed at best value to the taxpayer.
You will be joining PCD at an exciting time. Over the coming 2 years we plan to undertake significant changes aimed at increasing our impact across the organisation. This comes on top of continuing to ensure the value for money from our nearly £1bn in annual spend and supporting transformational projects across the organisation and our estate, including at the Palace of Westminster itself which is a UNECSO world heritage site.
You will be responsible for shaping and delivering improvements in commercial policy to make it fir for the future and for raising levels of commercial awareness and capability across Parliament.
This entails significant operational autonomy and accountability for delivering against your own plans agreed with the Commercial Director and Deputy Director Strategy & Enablement.
You will be an organised, self-motivated and engaged individual as well as an active team player and contributor. You will act as a trusted advisor and trainer on commercial issues to other directorates. There will also be the unique opportunity to learn more about the workings of the commercial function and of the UK Parliament.
**Job description**:
- The Head of Commercial Policy & Capability role define and lead on our policy development and capability across procurement and contract management. They will be responsible for leading on the development of commercial policy, templates, processes and training for UK Parliament, supporting the work of the Policy Working Group, development and delivery of training and awareness events across Parliament as well as owning commercial governance. They will operate across Parliament building strong strategic relationships to raise the profile and impact of the Commercial function. They will act as our point of contact with the Cabinet Office, industry bodies and cross-sector working groups including leading the implementation of the procurement regulations reform changes. Additionally, the post holder will act as a deputy for the Deputy Director and may be asked to participate in wider public sector working groups on policy to support our ongoing development and in implementing the changes to the public procurement regulations.**Person specification**:
The key criteria for the person in this role are:
**Essential Competencies**
- Understanding or procurement and contract management approaches with the associated policy, template, process and training requirements. With an outstanding ability to develop clear, succinct comprehensive briefing and training documents.
- Outstanding ability to communicate effectively and work collaboratively with senior management and staff and external advisors at all levels, both specialists and non-specialists to promote the function.
- Understanding of procurement policy and processes, ideally with knowledge of public sector regulations and the planned changes.
- Appreciation of the importance of social value and sustainability within supply chains and how this can be applied in procurement and contract management activity.
- Proven experience in influencing Senior Internal and External stakeholders.
- Evidence of the ability to identify process improvements and successfully manage changes that deliver great Commercial outcomes.
- Strong leadership capability, being able to illustrate how to successfully lead a team or manage a project.
