- Home Office Intelligence is a newly established department, bringing together a number of existing teams involved in the collection and analysis of border and immigration related intelligence. The department has 1600 colleagues based across the UK and international locations who are focused on threats related to Organised Crime, National Security and Revenue. The department's remit is to deliver Intelligence Collection, Development, Analysis, Targeting (Data Analytics) and Watchlisting capabilities within the Home Office and to its partners across Government and Law Enforcement.**Job description**:
- The Data Protection Act 2018 (DPA18) came onto the UK statute on 25th May 2018 and incorporated the General Data Protection Regulation (GDPR) Part 2 for civil data processing and the Law Enforcement Directive (LED) and Part 3 for criminal matters.
- This new legislation requires all public authorities and any organisation carrying out large scale systematic monitoring of individuals to appoint a Departmental Data Protection Officer (DPO) and ensure all data processes activities are conducted in a compliant manner.
- The role of Data Protection Practitioner within Home Office Intelligence (HOI) is to support the Home Office Data Protection Officer and facilitate HOI to meet its statutory obligations under all appropriate data protection and data usage legislation.-
- The job involves promoting and ensuring strong data protection and governance within HOI, whilst assisting with the development of new processes and procedures to ensure compliance.
- In this role you will champion good information management and data protection compliance, by raising the profile of data protection policies and processes, recognising and celebrating examples of exemplary compliance and data management behaviour, as well as sharing good practice.
- You will be providing tailored, comprehensive, well-structured, and detailed data protection advice and guidance to HOI business area in relation to its statutory obligations under privacy and data protection legislation and responding to requests for advice in a timely manner, including but not limited to:
- Who can data be shared with?
- What data can be shared?
- What data can be requested from 3rd parties?
- What is the legal basis for sharing/ requesting data?
- What is large scale/ bulk data sharing?
- How long can data be kept for?
- What are the privacy and data protection risks and how can they be mitigated?
- The team are responsible for conducting audit and assurance checks for the use of all data across the directorate.
The post holder will be expected to travel to Manchester, and other Home Office and external stakeholder locations across the UK to conduct data audits as and when required.**Responsibilities**:
- Key Responsibilities will include, but are not restricted to:
- Providing well-structured and detailed advice and guidance to colleagues about their obligations under data protection legislation.
- Engaging with senior stakeholders across a wide range of Law Enforcement agencies.
- Drafting and reviewing Memorandum of Understanding agreements and Letters of Mutual Understanding between the Home Office and other HMG departments and International agencies.
- Conducting data protection awareness and training sessions to Home Office Intelligence partners both locally and nationally.
- Communicating regularly with the European Union and 3rd country stakeholders to discuss transfers of UK data.
- Preparing briefings and guidance for senior managers in relation to data protection issues and legislation.
- Supporting Information Asset Owners (IAOs) by providing advice and information.
- Assisting with Data Protection Impact Assessments (DPIAs) and establishing and maintaining stakeholder relationships with the Data Sharing and Protocols Team.
