The Head of Change is part of the Senior Leadership Team of HSE's Operational Service Division (OSD). You will be responsible for several time and budget-sensitive projects and changes across several business areas. It is crucial to be able to hit the ground running with minimum training and support and be able to deliver in line with the Strategy and budget.
This post provides a challenging opportunity for an experienced Change Leader to help implement our ambitious roadmap of business transformation, focusing on operational and regulatory excellence and improving the user experience. The post holder is responsible for leading our team of data analysists, modellers, contract and supplier managers, and change and programme/project management professionals. The team is made up of a blend of permanent, fixed-term, and contractor resources.

**Job description**:
**Key Responsibilities**
- Developing and maintaining strong and productive relationships with senior stakeholders across HSE, including Executive Committee members
- Day to day management of activities across areas of responsibility
- Working with the strategy team, SRO’s, the PMO and Operational Leaders to ensure that strategic programmes and projects are delivered within budget and to agreed service levels
- Ensuring the right expertise, support and frameworks are in place to enable successful delivery and support new ways of working
- Working with the DD of Digital, Head of PMO and Head of Change (Delivery) to enable effective and prioritised delivery within available resources and budgets
- Working with practise leads to support the development and communication of change principles, methodologies, and best practice throughout HSE to build knowledge and optimise delivery
- Act as a Change Leader across HSE, driving awareness and understanding of change management best practice at all levels
- Lead and ensure consistency on all elements of delivery from discovery through to design and execution, ensuring alignment with HSE’s Change Framework, strategic objectives, and design principles
- Foster an inclusive, high performing culture where employees demonstrate high levels of personal accountability and are empowered to make decisions
- Accountability for the utilisation, performance, and delivery outputs of teams
- Working with SROs and Programme Managers in managing the budget, deliverables, and external suppliers, ensuring that contractual commitments are delivered
- Managing, and working with, external suppliers, ensuring ongoing effective delivery and value for money
- Supporting, and in cases leading, the development of tenders, delivery requirements, and statements of work for strategic, change delivery and digital procurement exercises,
- working with the procurement team and relevant stakeholders to ensure that HSE works with the right suppliers, delivering quality outputs/outcomes and value for money
- Accountability for HSE’s Business Universe, a database of organisations across GB derived from multiple data sources, including ongoing development and improvement, working with suppliers to ensure data integrity, and managing and optimising its use across HSE for delivery and intelligence purposes.

- Location - Hybrid approach with base at any HSE office. Travel to other offices will be required on occasion, including our HQ in Bootle.
**Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours/4 days per week.**
