**Job title**: **Data and Statutory Returns Officer**

**Overall Purpose of the Job**

Responsible for College’s Data Returns Register, keeping it up to date and documenting submission.

Working under the Data and APP evaluation Compliance officer on the appropriate documentation of all processes in relation to data returns for which the Department has responsibility of co-ordination or submission. This includes the HESA Student Record, Staff Record, Provider Profile record, Higher Education Early Statistics Survey, Higher Education Business & Community Interaction (HEBCI), Aggregate Offshore Record and UNISTATS and other tasks if required.

The role holder will be expected to take on relevant duties, such as the HESA Data Futures transition project, and advice department heads of requirements, offer adaptive solutions to ensure internal planning processes effectively support the new submission process, whilst continuing to meet statutory obligations.

The role requires proactive collaboration with Academic Colleagues and the Business Systems and Data teams to plan improvements to systems and to maintain the provision of high-quality student record data and the production of each data return.

**Key Responsibilities and Duties**

1. To co-ordinate the submission of student statutory returns to HESA, OFS and external agencies as per legislative guidelines, monitoring changes to the specifications and ensuring that systems and processes are fit for purpose, recommending updates where necessary.

2. Actively participate in student system projects, collaborating with developers to ensure the systems will enable the College to fulfil its statutory obligations.

3. To actively develop and maintain a thorough understanding of the College’s student record system to pre-empt issues that may impact on the data analysis and returns service and contribute innovative ideas to improve data quality and statutory returns.

4. To support the Management in the analysis of the College’s surveys and statutory returns to support the College’s key objectives

5. To maintain auditable technical documentation and procedures relating to the production of reports/statistics & statutory returns.

6. Work to monitor data quality and identify exceptions across the student HESA data record.

7. Represent the College’s interests at HESA/OFS conferences and participate in consultancy sessions ahead of any major changes to the data collection schema when and if required.

8. To keep up to date with changes in Data Protection and Freedom of Information legislation.

9. Provide support and assistance to the Data and APP Evaluation and Compliance Officer and undertake other duties from time to time.

- Constructively challenges assumptions and traditional views, identifies issues, operates and implements new approaches, adapts existing systems /processes to develop solutions to meet opportunities and create efficiencies.
- Uses innovation and creative thinking whilst demonstrating the tenacity to resolve difficult queries and issues.
- Ability to communicate complex statistical or technical information to a wide range of audiences in a variety of media.
- Highly organised with proven track record to manage work and partner with colleagues from other departments in order to meet deadline

**Qualifications**

Degree level education or equivalent work based experience and/or competence

**Salary**:£26,000 - £30,000 per annum.

**Hours of Work**: 37.5 hours per week, Monday - Friday, 9am - 5pm.

**Job Types**: Full-time, Permanent

**Salary**: £26,000.00-£30,000.00 per year
