Responsive Personnel are recruiting again for one of our Stratton, Swindon based clients, this time for an Integrated Logistic Support Manager / Senior Technical Advisor (Mechanical)
**Qualifications, Experience and Skills**
The Integrated Logistic Support Manager (ILSM) will be responsible for planning and managing the logistic support aspects of all the clients’ projects.
The ILSM has a reporting line to the Programme Manager (PM).
Ideally the ILSM should be able to demonstrate a career path in ILS and experience of managing significant projects successfully.
The ILSM will have excellent analytical and problem-solving skills, be self-motivated, pragmatic, proactive and be prepared to get involved physically when required i.e., conducting Ease Of Maintenance Assessments, delivering training etc.
**Qualifications**:
- Attended and successfully completed ILS courses or equivalent
- University degree or equivalent education in engineering (Mechanical Electrical, Electronic, etc.)
- An Incorporated or Chartered Engineer or working towards attainment of either.
**Experience & Skills**:
- Demonstrable practical experience of working in ILS Programme Management.
- Detailed knowledge of associated ILS standards and guidance
- Hands on experience of, but not limited to, the following ILS Elements and associated disciplines:
- Training and Training Equipment (TE).
- Packaging, Handling, Storage & Transport (PHS&T)
- Maintenance Planning
- Reliability & Maintainability (R&M)
- Technical Information (TI)
- Support & Test Equipment (S&TE)
- Disposal & Termination
- Facilities
- Human Factors Integration (HFI)
- Supply Support (SS)
- Configuration Management (CM)
- Obsolescence Management (OM)
- Safety & Environmental Protection (S&EP) Management
- Through Life Finance (TLF)
- Maintainability Demonstrations, Logistics Demonstrations, and In-Service Reliability Demonstrations
- Conversant with MS Project or equivalent scheduling tools
**Core Responsibilities and Duties**
**General Responsibilities**:
- Provide the ILS focus for the Company and Projects.
- Provide the company interface for the Client on Supportability.
- Determining and developing the ILS Team structure, manpower and skill requirements to meet the ILS tasks and objectives.
- Recommending of Subcontractors to assist with surges in workload.
- Management of the ILS Team and the setting and supervision of individual and Team tasks and objectives.
- Provide the logistic support input into all Availability, Reliability and Maintainability (ARM) modelling, trend analysis and reporting.
- Represent ILS requirements at meetings and committees
- Provide the necessary ILS support to other Engineers.
- Ensure that support lessons learnt are disseminated and actioned as appropriate.
- Provide the logistic support input to all project papers, reports, and submissions.
**Pre-contract Award**:
Prior to each contract award, the ILSM will be responsible for the following:
- Develop a cost optimised support plan using ILS and tailoring techniques.
- Produce and maintain an Integrated Support Plan (ISP), and associated element plans, that conform to the objectives of the ILS Plan (ILSP), identifying the tasks and milestones to be achieved leading to declaration of logistic readiness in accordance withguidelines.
- Ensure that coherent supportability requirements are included in all programme plans.
- Plan for Supportability Demonstration(s) and the subsequent declaration of Logistic Support Date (LSD), prior to In Service Date (ISD).
- Ensure that Supportability requirements are included in Requests for Proposal (RFP), Statements of Work (SOW), Tender Assessments and Contract Specifications placed on subcontractors including:
- Development of an ILS tender assessment plan.
- Development of ILS tender assessment marking scheme.
- Development of a tailored ILS Work Breakdown Structure (WBS).
- Development of tailored ILS programme schedules using MS Project or similar.
- Assessment of proposed support options.
- Evaluation of Through Life Cost (TLC) / Cost of ownership (COO).
- Evaluation of supportability plans.
- Identify Government Furnished Information (GFI), Government Furnished Equipment (GFE) and Government Furnished Facilities (GFF) requirements.
**Post-contract award**:
- Following each contract award, the ILSM will be responsible the following:
- Ensure that the logistic capability supports the required system Operational Availability.
- Performance of Failure Modes Effects and Criticality Analysis (FMECA), Level of Repair Analysis (LORA), Reliability Centred Maintenance (RCM), trade-off evaluation and logistic modelling and review and make recommendations on ILS documentary deliverablesand reports in order to influence system design for supportability (Especially pertinent to Assessment & Demonstration phases).
- Ensure that compatible support solutions are recommended and developed.
- Oversee the correct accomplishment of the ILS and processes.
- Development of tailored ILS programme schedules using MS Project or similar.
- Co-ordination of Supportability Demonstration and assessment activities in accordance with the ISP, writing reports and making recommendations to influence design for supportability and support and design.
- Update and validate support costs.
- Validate ILS element deliverables prior to LSD (especially pertinent to initial spares, training aids, tools and test equipment and tech docs)
- Ensure that delivered support data is provided in line with project support strategies and in
- service support requirements.
- Monitor and report on the progress of ILS activities.
