The Street Works team are responsible for ensuring Lancashire County Council meets its obligations under the New Roads and Street Works Act, Traffic Management Act and Lancashire Permit Scheme. The team also have responsibility for a range of additional functions as part of managing and regulating the highway network. This includes the licencing and permitting of skips, scaffolding & hoarding; managing and co-ordinating occupancy of the highway for events, highway works and highway development schemes. The team is also responsible for the processing of associated road closures (Temporary Traffic Regulation Orders) that works/events can create and the county council's highway sponsorship scheme.

The purpose of the Street Works Team Leader post is to work with the Street Works Manager in leading a medium sized team tasked with regulating and managing works and activities taking place on or affecting Lancashire's highway network. As the Team Leader you will have day to day accountability for ensuring the team you are responsible for is carrying out its functions and operating effectively and efficiently in line with processes, procedures, regulations and statutory guidance.

The post requires you to have detailed understanding and practical experience of manging street and highway works from the perspective of the New Road and Street Works Act and Highway Permit Schemes.

Works and activities on the highway attracts a lot of public attention due to the impact that it can have on users. Therefore, the team leader will work with the Street Works Manager to ensure that complaints from the public, elected members and other stakeholders are dealt with diligently and in line with the county council's policies.
