The main purpose of the role is to support Sutton Housing Society (SHS) to fulfil its statutory duties. It is important to us that we operate to an excellent level of health and safety and compliance, achieving best practice where possible. We also wish to promote a positive health and safety and compliance culture with our staff team, contractors and residents.

This role reports directly to the Asset Manager who is responsible for the day-to-day adherence to and delivery of SHS’ health and safety, stock data and compliance work. It is essential that good communication is in place to ensure positive and effective management of our health and safety responsibilities.

The role is responsible for the provision of a cost effective void management service, ensuring all homes meet (as a minimum) our lettable standard, whilst minimising the time that homes are empty. The role is also responsible for inspecting the condition of our homes, (currently 25% of homes each year) and ensuring the information is updated on our housing management IT system.

As SHS moves forward with its (appropriate) digital journey, it is essential that the Property Compliance Officer embraces the technology available to maximise efficiency and provide a more effective service.

**Key Responsibilities**:
1. Complete site specific fire safety inspections as agreed (weekly, fortnightly, monthly, annual).

2. Complete site-specific annual risk assessments and as required following major works / changes.

3. Undertake inspections each year of 25% of our housing, ensuring that the property condition survey is completed, and the outcomes included on our housing management IT system.

4. Complete site specific and routine statutory health and safety inspections across the SHS stock, including at SHS offices. This includes (but is not limited to):

- Fire safety (inspections of buildings, fire alarm tests, fire door inspections, contractor management etc.)
- Lift inspections (Incl. the lift telephone and / or alarm; stairlifts)
- Electrical safety (emergency lighting, PAT etc.)
- Water testing (legionella; scalding risks etc.)
- Communal areas (laundries, vents, windows, trip hazards, fire doors etc.)
- Update asbestos register as required.
- Energy Performance Certificates
- Electrical circuitry (periodic inspections; compliance)
- Fire Risk Assessments (contribute to the commissioning of the FRA; ensuring works required are carried out; monitoring performance etc.)
- Dry riser compliance
- Fire extinguisher compliance

5. Liaise with the Asset Manager and other colleagues to provide objective, balanced feedback relating to issues of concern and / or where action is required.

6. Arranging and discussing with the Asset Manager quotes for relevant works.

7. Pro-actively manage service contracts such as cleaning, gardening and window cleaning, fire alarms and periodic electrical testing.

8. Pro-actively manage the void process; ensuring homes are returned for letting at the agreed standard as timely as possible.

9. Manage pest control across all sites as required.

10. Liaise with the Asset Manager to support performance and improvements across all areas of the role’s responsibility, ensuring the delivery of agreed actions and improvements within agreed timescales.

11. Complete incident, accident and near miss reports as required.

12. Carry our ad-hoc duties such as implementing plans for grit / salt distribution in adverse weather and carrying out short notice, emergency inspections.

13. To be a key contact out of office hours to address property related emergencies, as part of our on-call team; this is paid in addition to your salary.

14. Keep up to date with legislative changes that impact on residential and landlord health and safety matters including attendance at relevant training.

15. To ensure that information relating to health and safety and compliance on the housing management system (QL) is up to date and accurate.

16. To undertake own administration and ensure all files are maintained and kept up to date.

17. To comply with all of Sutton Housing Society’s policies, procedures, financial regulations and standing orders.

18. To comply with the organisation’s health and safety policy.

19. To comply with the organisation’s Code of Conduct by always behaving in a professional manner.

**Job Type**: Part-time

**Salary**: £20,000.00-£26,023.10 per year
