Resilience is a strategic objective intended to help an organisation survive and maintain the delivery of its capability, outputs, activities and objectives. This is achieved by improving the ability of risk holders and capability owners to anticipate, prepare for, respond and adapt to adverse events.

We are looking for a talented and motivated Higher Executive Officer (HEO) to join us, working with Senior Executive Officer (SEO) Resilience to improve resilience management across the Army and deliver a resilience framework with the associated policies.

This position is advertised at 37 hours per week, with flexible working at home and in the office a minimum of 3 days a week (the role will be required to work with secure IT systems and engage in secure forums)

**Job description**:

- The purpose of the role is dynamic, unique and challenging. The post holder will provide an advisory function on Defence Resilience matters including oversight and assurance of Defence Critical National Infrastructure (CNI) establishments and capabilities in Army.- The post is a key component of the Army Principle Security Advisors (PSyA) delivery of Security and Resilience output to the organisation and it will work closely with enabling organisations and the wider MOD to ensure coherence of Resilience across the department.
- The post of HEO Resilience, in the Army Security branch, will be the Focal Point for Resilience Policy (both physical and cyber) from Defence, articulating it so that it can be implemented across the Army, providing assurance to the 2* Army Senior Information Risk Owner (SIRO), where necessary supporting the inclusion of known risks on the Army Security & Resilience Risk Register. The post will be looking across and down the Army Chain of Command, acting as an enquiry point for advising units and formations, while also engaging with Defence. You will need to possess good judgement and communication skills, the ability to understand and interpret policy, and the ability to work and make decisions autonomously.**Person specification**:
In support of SEO Resilience the job holder will:

- Assist in the Development, Maintenance and Implementation of Army Resilience (for both physical and cyber) Policy based on Defence Policy, taking the lead on specific aspects as directed.
- Develop an assurance process and reporting mechanism (linking into the Army Security Risk Management Board as needed).
- Support the Reporting of Resilience Risk from the Chain of Command to the Army PSyA and the SIRO as required, monitoring progress through to treatment.
- Support the identification, and Annal Review of Army sites that are part of the “Critical National Infrastructure” and provide assurance that they are being managed in accordance with Defence and Government Policy.
- Ensure that the THREATS and HAZARDS, current and emerging, to Resilience are communicated to Army so that response plans can be developed.
- Develop a Reporting Mechanism for events which have compromised Resilience
- Engage with Army Warning and Reporting Point (WARP) where Security Breaches have been reported which have an implication for a unit, site or Army resilience or our ability to respond to an event.
- Assist in preparing the Army Sector Security and Resilience Plan for submission to MOD, represent Army as required and act as the Secretary to Army Resilience Working Groups.
- Provide Resilience input to Balance of Investment Board decisions and Business cases as required so that it is considered in the prioritisation of Army funding.
