**Main Duties and Responsibilities**:
Policy, Strategy & Statutory Functions
- Ensure probity with all requirements to NNC's standing orders.
- Ensure financial compliance with Council procedures.
- Assess and mitigate risk to the organisation and its resources, clients and staff.

Planning & Performance Management
- Determine priority, programme work and supervise a number of tradespersons staff and support Repair Officer with line management responsibilities.
- To manage the contractors on site, monitor performance against KPI's, control expenditure and manage user demands and expectations.
- Plan and monitor the performance of your area of responsibility, using agreed Performance Indicators to include capital and revenue works.
- Plan own workload and develop systems of work.
- Negotiate with suppliers on materials and advise best course of action.
- To create, review and update health and safety policies and procedures in conjunction with the Health and safety committee.
- To provide professional advice and recommendations to enable the council to maintain compliance with relevant health and safety, building and environmental legislation.
- Undertake surveys, prepare tender documentation, specifications and technical information.
- Support the Repair Officer in developing best value partnerships with contractors. Attending site meetings and liaising with Contractor management and supervisory staff.
- Ensure effective liaison with Team Leaders, other Repair Officer and Managers within Neighbourhood Pride and the wider Council.
- Advise Team Leaders, where applicable, on performance issues.
- Develop future initiatives and share best practise with other authorities.
- To keep abreast of changes in the Construction industry and other related legislation, standards and good practices.
- Ensure compliance with all appropriate Health and safety requirements and EU Directives.
- To manage pre and post inspection and ensure appropriate records and audit trail are kept, to include NNC's IT systems.

Customers & Service Delivery
- Ensure a customer-focused approach is adopted in all aspects of the Service both internal and external.
- Provide an effective and efficient service for both customers and the corporate body.
- Monitor customer feedback and make appropriate adjustments in service delivery.
- Ensure effective systems of communication are established and managed to promote a high level of Services and their benefits to customers.
- Ensure that the Technical Support Service provides services of the highest quality to customers, both internally and externally.
- Ensure that you have a strong working relationship with Repairs Coordinator Administrator in ensuring the service is coordinated and delivered.

Partners
- Ensure good relationships with partner organisations, Elected Members, Chief Officers and tenants are maintained and are appropriate.
- Ensure good relations with partner organisations, tenants representatives, suppliers and contractors.
- Promote good practice with other organisations.
- Ensure that delivery arrangements comply with Best Value national performance indicators on good practice.

Finance
- Responsible for managing budgets.
- Authorise timesheets and claims for payments.

Staff
- Provide technical support and supervision for tradesmen and contractors.
- Assist in the management responsibilities including recruitment, performance appraisal, disciplinary procedures, and personal development.
- Carry out EDS appraisals and regular one-to-one's in support of the Repair Officer.
- To ensure QC monitoring for the purpose of enhancing the operative's performance.
- Provide effective supervision of the tradesmen and repairs including, where appropriate, voids and any repairs backlog caseloads, and to ensure impact on the service is minimised in terms of costs and time.

**Additional Information**
- Workstation location -10 Fleming Road, Corby, NN17 4SW.
- May be required to cover various sites in North Northants Council (Corby, Wellingborough, Kettering & East Northants).
- Remote working, NNC to issue laptop and mobile phone device
- Working hours are 08:30-17:00, Monday -Friday
- Company vehicle provided
- Full driving licence required.
