**Summary**:
The Cost Assurance and Analysis Service (CAAS) has a proud heritage in equipment procurement and cost management and is geographically dispersed around the UK with offices close to or within sites of key Defence Industrial Suppliers. Today, the CAAS team of circa 300 Cost Engineers, Cost Estimators, Cost Modellers, Schedulers, Risk Analysts, efficiency & benefits experts and accountants provide expert independent assurance and advice to enable the Ministry of Defence (MOD) to make effective business decisions on procurement, support and wider Cost Management.

The CAAS Approvals Team (CAT) is an independent, G6-led unit within CAAS, responsible for undertaking scrutiny activities on behalf of the MOD’s Investment Approvals Committee (IAC) and other Front-Line Command Investment Approvals Boards.

CAT is a team of Analytical, Finance and programme/project management staff. The team’s outputs are an integral part of the approvals process, providing an independent view of Business Case submissions for MOD Category A to Category D projects on value, with coverage prioritised based on case value, risk and complexity.

The approvals approach is under review by the Directorate of Acquisition and Approvals Transformation so the post holder will be required to support this work and help to shape the future model.

As part of our mission to support and improve cost management capability across Defence, CAAS provides dedicated teams to independently support stakeholders across the MOD. CAAS is a support group in MOD Head Office, part of the Directorate of Assurance that provides a range of specialist accountancy, engineering and analytical services to Delivery Authorities, Front Line Commands (FLC), Head Office and customers.

This post is advertised as 37 hours per week.

**Job description**:
The post holder is a member of the CAAS Board with input to key decisions that shape the strategic direction of CAAS.

The post holder is the Approvals Programme Lead, has 5 direct members of staff and counter-signatory to 8, and reports to SCS1* CAAS-Head.

**Responsibilities**:
As a CAAS Board member, the post holder will:
Be responsible for the delivery of CAAS Keynote addresses, delivery of CAAS Board direction regarding Diversity and Inclusion, Race and Discrimination and overall adherence to the overall Civil Service code of conduct.

Champion and share CAAS strategy and sustainability for the future

Support CAAS retention of ISO 9001:2015 accreditation ensuring compliance with agreed approach and processes

Deliver consistent messaging of CAAS direction and agreed Board decisions

Lead delivery of accurate written CAAS Approval Team (CAT) Reports providing an independent scrutiny assessment of the robustness & maturity of financial elements, as well as cost & time estimates of all tasked Business Cases.

Work with wider stakeholders to build rapport, including proactive engagement with Head office, FD/CFO’s, Senior Leaders & FLC Directors. Support the team in recommending achievable actions to resolve issues & ensure cases ‘not fit for endorsement’ have a clear path to approval

Support team in broadening understanding of MoD business and developing leadership, communication and influencing skills, whilst working at pace.

Provide constructive support to the review of Approvals processes by the Directorate of Acquisition and Approvals Transformation and help to shape the future model

**Essential**:
Post holder is required to hold a Cost Estimating or Accountancy qualification e.g. ICEAA, APM(P), ACOSTE. CIMA, ACCA or equivalent certification

Or

Provide demonstrable evidence of experience in a cost management/cost estimating capacity or a proven track record of engagement in an equivalent role.
