Contract Supervisor

**Job Purpose**
Reporting to the Business Development Manager, the role is responsible for ensuring contracts are effectively managed across the Commercial Services Directorate. The role will require extensive engagement with University stakeholders to manage supplier performance on behalf of the University, whilst also developing mechanisms to obtain representative feedback on performance and Service Level Agreements (SLAs).
The role will play an active part in the development, management and auditing of a contract management strategy for Commercial Services, and to deliver continuous improvements in agreed SLAs across key contracts measured by tailored and specific Contractor Key Performance Indicators (KPIs). The post holder will be responsible for ensuring detailed and representative stakeholder feedback is obtained and used to drive customer focused service excellence and a framework and culture of continuous improvement.
**Main Duties and Responsibilities**
Contract Performance
1. Manage, administer and authorise contractor activities across various forms of contracts for the supply of goods and services within Commercial Services.
2. Implement a programme of audits of work in progress and post-completion inspections to confirm standards of delivery by service providers, ensuring value for money. Identify defects and areas of non-conformance and instruct corrective action.
3. Ensure the delivery of Contract Management processes and procedures, i.e. effective change control, dispute resolution, performance management, administration of contractual documentation and contractual/commercial risk management.
4. Develop, monitor and report on Service Level Agreements and ensure that contract non-compliance issues are resolved effectively. Work with colleagues in other functional areas in monitoring and reporting on Key Performance indicators (KPIs).
5. Establish tailored Contractor KPI Scorecards that reflect the contractual obligations with respect to Contractor performance and benefits realisation.
6. Support the development and review of Stakeholder Engagement Plans and engagement methodology in conjunction with Commercial Service functional leads to ensure representative and accurate feedback is used to drive performance improvements.
7. Ensure defined performance standards and a culture of continuous improvement in service delivery are communicated to all operational staff and key Stakeholders and changes taken forward as agreed
8. Review contract expenditure and individual order values, considering trends and opportunities to package works and improve value for money.
9. Consider and drive environmental sustainability performance initiatives with Contractors. Investigate and develop new ways of working where this will deliver performance improvement.
Procurement
1. To support development of and/or review detailed specifications in liaison with other colleagues and/or external consultants. Review and analyse contract / tender returns and support with any preparation of reports along with recommendations for appointments.
2. To ensure contracts contain effective and robust SLAs and KPIs, relevant review dates, and commercial content.
Supplier and Stakeholder Relationship Management
1. Deliver a strong relationship management culture which facilitates good performance and delivery, and which is founded on co-operative and trusted relationships.
2. Ensure partnership working or shared activities between contract parties for mutual benefit (for example, capturing knowledge and innovation, process improvement, shared training, joint project teams, shared risk reduction activities.
**Knowledge/Qualifications**
**Essential**
A1 Ability to demonstrate the competencies required to undertake the duties associated with this level of post having acquired he necessary professional knowledge and management skills in a similar or number of different specialist roles. Or, Scottish Credit Qualification Framework level 9 10 or 11 (Ordinary Honours Degree, Post Graduate Qualification), or equivalent, including being professionally qualified in relevant discipline, with a broad range of professional experience in a management role (s)
A2 Full comprehensive knowledge of contract mechanisms to support performance management
A3 Knowledge of various Forms of Contract used within the Higher Education Sector
A4 Knowledge of and experience in managing and auditing performance against Service Level Agreements
A5 Demonstratable knowledge of working in collaboration with suppliers deliver contract compliance

A7 Understanding of a Customer focused delivery approach and service excellence
