**Job summary**:
The People Group provides the full range of human resources, organisational development, engagement and internal communications services to Ofsted. The Group comprises six teams: HR Business Partnering; HR Services; HR Strategy; Internal Communications; Organisational Development & Change; and Talent and Resourcing.
The Health, Safety and Well-being provide a full health, safety and well-being service to our workforce of inspectors and APT professions. The team can provide advice on managing risk and all matters of safety and well-being.
The post holder will manage the Health, Safety and Wellbeing Officer and will provide complex advice on all matters relating to health, safety and wellbeing in line with their level of knowledge and experience. They will play an important role in ensuring compliance with health and safety legislation, ensuring risk in relation to accidents and incidents is minimised and a positive health, safety and wellbeing culture is instilled within Ofsted.

The key responsibilities of the role are outlined below. However, this is an overview of the role and is not exhaustive. Ofsted reserves the right to assign other duties commensurate with the B2 grade as required.
- Manage the day-to-day operations of the health, safety and wellbeing team including the line management of the Health, Safety and Wellbeing Officer, ensuring that all functions the team are responsible for are carried out effectively and efficiently and targets and deadlines are met.
- Provide advice on complex matters and oversee the provision of a comprehensive and accessible health, safety and wellbeing service to managers and employees.
- Deputise for the Head of Health, Safety and Employee Wellbeing as required and represent Ofsted at a variety of cross government forums.
- Responsible for collaborative working within the People Group. Ensure effective relationships are developed with a wide variety of stakeholders, including TUS and Health and Safety representatives and external bodies such as the HSE.
- Provide advice and assistance in relation to health, safety, and wellbeing to staff across Ofsted and to oversee the advice delivered by the Health, Safety and Wellbeing Officer.
- Manage and develop health, safety and wellbeing data and systems. Including but not exclusively accident/incident reporting, risk assessments, Display Screen Equipment (DSE) assessments, and stress management survey tools.
- Develop and monitor Ofsted’s risk assessment process, ensuring assessments are in place for all required roles, are up to date, and are available to those undertaking the roles.
- Develop and disseminate internal policy and guidance and work with the comms and HR teams to issue regular communication on all matters of health, safety and wellbeing. Ensuring that all staff clearly understand their duties and responsibilities.
- Working with others, lead the continuous development of monitoring and measurement of health and safety compliance across Ofsted. Ensuring the review and improvement of internal procedures in line with HSG65.
- Following training, provide additional advice and support relating to Display Screen Equipment (DSE) assessments and the provision of additional supportive equipment where required.
- Following training, undertake initial dyslexia screening where required.
- Assist in the work to reduce days lost due to stress and anxiety, facilitating Stress Focus Groups where required and developing management reports relating to issues raised. Monitor and report on the impact of this work.
- Where agreed, undertake personal stress risk assessments and work with the individual’s manager and the assistant HR Business Partner to develop an appropriate action plan to address the issues raised.
- Ensure all work is undertaken in partnership with the Property Team, including participation in regular building inspections and the review of fire risk assessments and evacuation procedures.
- Develop and deliver health, safety and wellbeing training courses as required.
