**Maternity & neonate specific duties**: Maintain a clinical registration related to maternity or neonatal care, to provide expert clinically informed support for the following: Strategic Leadership oResponsible for the formulation and delivery of all aspects of NWL maternity programme strategy, ensuring required delivery of the three-year delivery plan for Maternity and Neonatal Services. This will include an increased focus on systems-based delivery and improving outcomes for our population. oLead the maternity interface within the ICS to support collaborative working across health and social care demonstrating a broad understanding of the interdependencies and interrelationships between maternity, primary care, community and Local Authority oLead partnership work to strengthen provider collaborative maternity transformation capability oWorking with the NWL Local Maternity and Neonatal System (LMNS) reduce unwarranted variation across local maternity units, ensuring delivery of associated activity targets with a focus on safer care. oLead the co-production and delivery of the NWL Perinatal Pelvic Health Service Project.
oLead the maternity & neonatal programme digital strategy, aligning priorities and objectives with the wider NW London digital strategy to meet national requirements e.g. ensuring providers are MSDS ready, development of digital handheld patient records and the development of interoperable maternity IT systems by 2024.Lead on the strategic clinical and business development and implementation of the Mum & Baby app. oLead for maternity programme development ensuring delivery of key national, London and North West London (NWL) priorities and directives by delivery of high quality, safe and personalised care across NWL oLead delivery of relevant maternity transformation and improvement initiatives relating to national and regional strategic objectives by working closely with NHS England and Improvement national and regional maternity transformation teams, Health Education England and Public Health England. oRespond at speed to external factors (environmental, political, legal, social, organisational) influencing the system wide delivery of maternity services.
Assurance oSupport the development of ICB assurance capability, noting implications for financial penalties to provides for non-compliance. oEnsure that NWL maternity service providers deliver the required elements of the three-year delivery plan for Maternity and Neonatal Services oLead the implementation of national maternity review recommendations, including the Ockenden review, to improve care and safety across NWL oBy working with the NWL and provider BI analysts, lead on the use of effective system data management and reporting to enable meaningful benchmarking of practise performance and reporting of the programme metrics at NWL, regional and national level. oLead management of system for monitoring and performance management of Maternity quality for the LMNS and identify relevant areas for improvement, in partnership with the ICB Quality and patient safety team. oDeliver LMNS response to meet requirements of national regulatory bodies such as the Care Quality Commission (CQC).
Communication oLead the programme strategy for engaging service user participation in maternity service improvement and transformation projects. oEnsure effective communication and collaboration with multiple stakeholders, across organisational boundaries. Leading engagement with all stakeholders to agree appropriate action plans to deliver targeted service improvement and transformation. oInfluence diverse groups of stakeholders to implement service transformation oLink NWL providers, ICS programme teams and clinical teams, and the borough Based Partnerships with the NWL Maternity & Neonatal Programme oCo-produce the delivery of maternal mental health services in partnership with the ICB mental health programme and stakeholders from across the system.
oShare learning and expertise on maternity improvement and transformation at local, regional and national forums. oSupport the Maternity & Neonatal Voices Partnerships (MNVP) to influence ICB plans for improving safety, and for current and future population health management; working with NWL providers to ensure they have active MNVPs that can feed views on service provision in to service improvement plans in line with the latest NHSE guidance oResponsible for the interpretation and implementation of policies and guidelines by keeping up to date with national and local developments, regularly conducts research into best practice models for achieving optimal outcomes in maternity/healthcare services and regularly provide expert advice to colleagues. Team Leadership oLead the programme of work to maternity service providers to deliver high quality maternity services in order to facilitate delivery of the ICBs and LMNS key strategic objectives, including targeting areas of poor performance oWorking with the ICS H
