**Key Responsibilities**:
- Receive, interpret and analyse written advice and evidence from all agencies (both internal and external) involved in the formal education, health and care assessment of children and young people with SEND aged 0 - 25 and make recommendations to the Local Authority’s designated Panel regarding appropriate provision for such pupils and the content of associated statutory documentation, according to legislation within the SEND Code of Practice.
- Be responsible for the preparation of Education, Health & Care Plans, according to the SEND Code of Practice for children and young people aged 0 - 25, in conjunction with a range of multi-agency services within relevant timescales, to assist in updating EHCPs following the annual review process and to assist in finalising EHCPs.
- Assist with place planning activities. Support the maintenance of waiting lists for specialist education provision, based upon information from the Multi Agency Education Health and Care Panel, placement panel meetings and health and social care plus any other sources.
- Liaise and develop links with schools, parents, and other agencies in relation to SEND and to contribute towards the development of appropriate provision, staff development and local procedures in relation to children and young people with SEND.
- Contribute to the continuous professional development of Head Teachers, SENCos and other staff responsible for SEND 0-25 in schools, and other settings through supporting the delivery of tailored training programmes.
- Contribute towards the regular monitoring of SEND 0-25 provision and evaluation of children and young people progress against specified criteria and t o assist with the development of systems to monitor and record the progress and outcomes for children and young people 0-25 with SEN.
- Represent the Local Authority at statutory Annual, Transition, Looked After Child and other multi-agency reviews as required according to the SEND Code of Practice, and produce reports as appropriate and offer advice and/or guidance to school staff, parents and other agencies on issues related to SEN provision and to attend SEN Cluster meetings to offer advice, guidance and training according to need and to contribute to the development/implementation of creative solutions to identified gaps in local provision.
- Contribute to the documentation for submission to the Special Educational Needs and Disability Tribunal, or Commissioner for Local Administration, as appropriate and to assist in the provision of management information, together with the collation and preparation of appropriate reports, returns, statistics and notes.
- Be a member of and contribute to multi-agency groups (such as Multi agency Education Health and Care Panel, Commissioning groups, Education Funding Agency, Further Education providers), in determining provision for a range of vulnerable children and young people 0-25 at post-16 and post-19 transition.
- Assist with maintaining statistical records of the work of the team including national and local performance indicators plus completion of statutory statistical returns.
**Qualifications**:
- Good level of general education to level 3 (A level or equivalent) including English and Maths (level 2) GCSE C grade and above.
- Clean UK driving licence with the ability to commute to and from work independently.
**Knowledge**:
- Knowledge, skills and understanding of SEN legislation.
- Knowledge of safeguarding legislation.
- Knowledge of legislative frameworks such as the Care Act and their relevance and impact on SEND legislation.
- A good knowledge of the Children & Families Act (2014), the SEN Code of Practice (2015) and the Education Act (1996) including and any subsequent revisions.
- Understanding of the pathways through the education system for children and young people.
**Experience**:
- Experience in coordinating special educational needs administration, systems and procedures.
- Experience in an early years setting, school setting, health service, post 16 or social care environment
**Skills & Abilities**:
- Great negotiation and conflict resolution skills.
- Good IT skills.
- Great communication skills with the ability to provide clear, concise and effective written and verbal communication.
- The ability to ensure the right decisions are made to ensure the needs of a child or a young person with SEN are met.
- The ability to successfully manage multiple cases and competing demands at once.
