Business intelligence, finance, and PMO teams across the ICS. The ICB communications and engagement team. Planning, monitoring, and control of the planning process Ensure compliance with governance requirements of the statutory bodies that need to sign off the operating plan (Cornwall and Isles of Scilly ICB, Royal Cornwall Hospitals Trust, Cornwall Partnership Foundation Trust). Undertake a stakeholder analysis to identify roles and clarify accountability and responsibilities in planning.

Establish a system planning oversight group to monitor development and delivery of the system operating plan and support them to monitor and chase progress and suggest solutions if issues are preventing progress. Create a roadmap of the planning process with a detailed timeline, touchpoints, and gateways, underpinned by a detailed project plan Chair or facilitate task and finish groups to develop elements of the plan. Discuss modelling requirements and planning assumptions with system planners, identify where there are interdependencies, and draw the requirements together into a single statement of requirements for modelling for the system operating plan. Manage a process for prioritisation of service changes.

Liaise with the ICB business intelligence and finance teams, Cornwall Councils public health team, and workforce planners to: establish regular modelling required for system planning and regularly review requirements and progress in delivering them; create a system dashboard for monitoring delivery of the system operating plan against planned milestones and SMART objectives. Organise conferences, events, workshops, and focus groups to support development of the operating plan. Identify any risks to producing the system operating plan and recommend and monitor mitigating action. Developing and maintaining collaboration on planning Communicate clearly and concisely with different audiences ranging from community focus groups to the Integrated Care Partnership Board.

Show empathy with local people and people who are users by experience invited to co-produce elements of plans or reflect on their impact. Build and manage key relationships with colleagues working on plans across our ICS and facilitate collaboration and sharing of ideas. Persuade ICS colleagues of the need to participate in developing and implementing the system operating plan and sometimes, which could be contentious, prioritise it above the immediate needs of their own organisation. As we go through a period of cultural change, be diplomatic in relationships with internal colleagues and partner organisations.

Offer advice and training to ICS colleagues in planning, including logic models and benefits mapping to be clear on both resource requirements and how the plans are delivering SMART objectives and outcomes set out in the integrated care strategy and joint forward plan. Brief and seek views of the Citizens Advisory Panel on plans, maintaining a good relationship with the Panel; Analysing and disseminating information Research other ICS system operating plans to identify and assess examples of innovation and best practice. Analyse and summarise relevant information from a wide range of sources (conference papers, national guidance, local policies and standards, financial reports and budgets, technical specifications, and capabilities). Work with public health and business intelligence colleagues to include population health management analytics in system planning.

Responsible for budgets allocated for conferences, events, or workshops, and for interactive digital tools for planning.
