The Area Programme Team is at the heart of the Flood and Coastal Risk Management (FCRM) capital programme, which creates new and maintains existing flood risk management assets to make a better place for people and wildlife.
We secure funding, and track spend, delivery and performance outcomes, reporting to Regional Flood and Coastal Committees, EA teams and local partners. We provide information on the status of the programme, including risks and opportunities on a wide range of measures such as better protected properties, carbon footprint and habitats created.
We are looking for a highly motivated and skilled individual to fill a Flood Risk Programme Advisor role for Devon, Cornwall, and the Isles of Scilly. You will be focussing on programme management, carbon reduction and environmental outcomes, reducing our carbon footprint by leading on overseeing, monitoring, and optimising our roadmap to carbon net zero and maximising environmental outcomes.
In this role you will be a principal advisor on the Area's contribution to the National FCRM capital programme; we’re investing £5.2 billion between 2021 and 2027 across England to reduce flood risk.
You will work across a variety of FCRM teams and the wider Environment Agency. You’ll manage relationships to effectively realise carbon reduction and environmental opportunities, such as prioritising projects, determining where investment is best placed, identifying best practice and influencing our adaptation to climate change.

- The team 1- This role sits within the Devon, Cornwall and Isles of Scilly FCRM Programme Team and forms a core part of a virtual team with colleagues from FCRM, Operations Delivery, Finance, and Programme & Contract Management to develop, manage and deliver the FCRM programme.
The role also forms part of a national Programme Community, working with colleagues across the Environment Agency, contributing to a 'one business approach'.
- Experience/skills required 1- We are seeking a team player who can demonstrate the following:
- Enthusiasm for accurate recording and reporting of data with good numeracy
- Strong, effective communication skills (written, graphical and verbal)
- Proven ability to work with others across teams locally and nationally in the delivery of outcomes
- Agile and innovative and will embrace change to improve efficiency and productivity including making full use of IT systems
- Excellent Microsoft Office skills including Excel and Power BI
- Strong ability to analyse, interpret and present complex data and influence decision making
- Knowledge of managing and reporting carbon along with an understanding of carbon valuation, metrics and benchmarking
- Awareness of environmental legislation and best practice
- Attention to detail balanced with pragmatism and an understanding and interest in contributing to the Environment Agency’s strategic goals
- Experience of FCRM project and programme delivery or management is desirable
- Contact and additional information 1- This role is currently being carried out as a hybrid arrangement between office and home-based working, with regular, weekly working at offices. Travel will be required between Exeter, Bodmin and elsewhere for external meetings to support project managers and colleagues across our Area.
