**Role Description**
The Programme Lead role is a management position within the Estate Portfolio Delivery Management Team with responsibility for the development and delivery of either the Base, Systems or Watefront works programme in accordance with the priorities and objectives set by the Estates Management team.
The role scope extends to:
- Development of the In-Year Programme and plan delivery of the 5-10 year Programme (c 30-40m per year Programme)
- Achieve ‘baseline’ Order In-Take and Sales and work towards ‘stretch’ delivery and financial targets
- Report leading and lagging indicators, evidencing progress towards achieving the strategic outcomes for PNB
- Act as the enabling function to take a PRF from a requirement to a deliverable, compliant and cost-effective outcome
**Role Purpose**
We require you to deliver:
- Programme Management:
- Systematic production of infrastructure Programme abiding by constraints (resource, financial etc) (Shared PMO activity).
- Prioritising the programme and resources to meet the infrastructure programme and financial targets
- Shifting maintenance focus from highly reactive towards preventative maintenance and resultant shift in budgets.
- Balancing maintenance activity against projects within given overall budget.
- Deciding if emergent works make the programme (using same methodology as wider planned programme).
- Project Delivery, Project Management and Cost Management:
- Advise on the continued development of the P2040 Development Sub-portfolio to include planning and submission of next major approvals submissions (i.e. Studdingsail enablers, roofs and structures, minor and major building works Outline Business Cases).
- Undertaking Programme Budget (ABL) management and financial assurance
- Undertaking Programme management in the respective Programme area to the agreed delivery schedules
**Role Responsibilities**
As part of delivering this role, you will typically be:
- A member of the Enterprise (MoD and Industry) Leadership Team for the PNB Infrastructure Programme, promoting delivery of Enterprise outputs
- Support development of the Waterfront/Base/Systems team in terms of capability and capacity to deliver outputs in collaboration with the Project Execution Manager
- Provide advice to ensure team members have access to the tools, systems, processes and training to perform their roles
- Be accountable for deconfliction of priorities across the programme and responsible for interfacing with the enterprise to ensure strategic key outcomes are achieved and are aligned
**Key Experience**:
To succeed, you will ideally have:
- Excellent project and programme management skills
- Be organised and able to deliver a diverse range of projects from conception through to delivery and closeout
- Financially astute, being capable of making sound financial decisions to deliver cost effective solutions in support of PNB
- Have excellent relationship skills and the confidence and ability to brief and influence both internal and external key stakeholders
- Have safety at the forefront of any of the work we design and execute
**Qualifications & Memberships**:
You must hold:
- APMP or equivalent experience
