**Summary**:
The Secretary of State for Levelling Up has set out a highly ambitious agenda to level up the country and deliver better outcomes for all. The Department for Levelling Up, Housing and Communities has established a new Spatial Data Unit (SDU), aiming to transform our ability to map and track local areas’ progress on levelling up and to understand how government interventions interact with places across the UK, at a local level. The Unit is focussing on:

- developing richer data and better, timely access to local data at granular level;
- bringing together data about place in an accessible, digital format and providing the raw materials for robust geospatial analysis;
- establishing a shared approach across central and local government for capturing key data on spend, programme effectiveness and delivery; and
- improving central government and local stakeholders’ capability to analyse and understand progress against levelling up missions’ targets.

**Job description**:
We are looking for a Grade 6 Head of Strategy and Programmes to manage the strategy and transformation function of the Spatial Data Unit. The successful applicant will have a vision and ambition to provide strategic direction and drive forward the successful delivery of the department and levelling-up data strategy, improve and deliver the organisation and transformation programmes and build and maintain partnerships across government, with local partners, academia and other external stakeholders.

You will be working at the heart of both DLUHC and the Government to deliver this high-profile agenda, working with ONS, HMT, No. 10 and other government departments. You will be responsible for ensuring the Department’s strategic objectives are reflected in our approach, meet ministerial priorities, and move the DLUHC forward in its desire to improve Government’s approach to data.

You will lead the strategy and transformation team to develop and deliver the levelling up data strategy, improve and deliver the organisational and transformation programmes and build and maintain partnerships across government, with local partners, academia and other external stakeholders. You will help deliver levelling up across the UK by improving our ability to map and track local areas’ progress on levelling up and help us to understand how government interventions interact with places across the UK at a local level.

Your team will also link and support wider SDU functions, which will deliver mapping and tracking public spending outcomes at local level, building DLUHC and cross-government data capabilities, and provide data and data science support to the department.

**Responsibilities**:
We are looking for an individual who is motivated, flexible and enthusiastic with great people and communication skills, coupled with technical expertise to join our team. Specifically, you will:

- Lead and develop a high-performing team, empowering them to take decisions, motivating them to do their best.
- Build an effective and manageable transformation programme and change portfolio for the Spatial Data Unit, with the necessary organisational systems and culture for managing change.
- Lead the SDU’s organisational design and development programme, including:

- ensuring staff engagement through communications based on a compelling story and vision for the future; and
- leading the development and delivery of a large-scale capability building / L&D programme
- Help set the work programme for the wider Unit, ensuring the team continues to be a place where people can thrive. You may also be a ‘virtual’ team leader to other individuals as part of cross-cutting activities and projects.
- Work with the senior stakeholders to help design the operating model of the Strategy and transformation team, thinking about team’s remit, functions, and how it interacts with the rest of the Spatial Data Unit, the Implementation Unit, wider department and government, ensuring the department’s work is strategically coherent - bringing constructive challenge to the Unit, and leading on priority or cross-cutting projects.
- Report and advise regularly to the SDU leadership, DLUHC senior officials and the Executive Team, corporate teams, special advisors and ministers on the projects, clearly communicating the nature of the developments, the complexities and what is being delivered.
- Influence the wider government data landscape and best practices. Connect with peers across Government and industry in order to help make DLUHC a leader in data
