We are currently looking for a **Procurement Lead-Technology** to join our **Commercial** Function within the **Corporate** group.

**Who are we?**

The Medicines and Healthcare products Regulatory Agency enhance and improve the health of millions of people every day through the effective regulation of medicines and medical devices, underpinned by science and research and the harvesting of health data.

The Commercial Function currently reports to the Interim Chief Finance Officer and is charged with supporting the MHRA business plan through its use of third-party suppliers, improving commercial outcomes, driving value for money, embedding a stronger commercial focus, reducing risk and continually improving commercial capability across the MHRA.

The Commercial team is responsible for the purchase of goods in services in the categories of Digital and Technology, Facilities Management, Science and Corporate; with a combined portfolio of circa 400 contracts with an addressable spend +£70m per annum.

The Digital and Technology Category contains roughly half of all contracts awarded and third party spend of £22m with a keen focus on category management and supporting Operational Transformation.

**What’s the role?**

The position for Procurement Lead reporting to the Head of Technology Procurement, delivers across a set of ambitious and exciting commercial challenges to provide digital and technology services fit for the future. The key activities are to; engage with the business and achieve their goals through management of MHRA’s commercial relationships and the commercial pipeline, driving value for money and value creation whilst managing commercial risk effectively.

**Key responsibilities**:

- Engaging with stakeholders at all levels and working in partnership with MHRA teams to develop and execute strategies for sourcing requirements in excess of £10k and supporting supplier and contract management within the category.
- Managing the category procurement pipeline by ensuring awareness of incoming projects over the short / medium and long term and agreeing and implementing sourcing strategies.
- Deliver robust, compliant contracts that demonstrate value for money, maximise the return on investment and improved performance, seeking alternative commercial and service delivery models as appropriate.
- Provide support and training for the user community and actively challenge processes to pursue compliance, procurement excellence and good contract management.
- Undertaking accurate record keeping and administration of commercial activities in particular the e-sourcing/contract management platform, the category procurement pipeline and meeting our transparency obligations.

**Who are we looking for?**
- Evidence of developing, implementing and administering purchasing strategies and drafting and executing contracts that require analysis, comparison and assessment.
- Demonstrable experience in contracting and managing within a Technology Environment in particular the use of available Pan-Government frameworks
- Strong understanding of the end-to-end Procurement lifecycle and core principles in particular the respective responsibilities of procurement and wider stakeholder groups, early market engagement, procurement and tender administration with a good grasp of contract and exit management principles and Purchase to Pay (P2P) processes.
- Good understanding of the Procurement legal framework (Public procurement regulations 2015.

This is a full-time opportunity, on a permanent basis. The role will be based in 10 South Colonnade, Canary Wharf London, E14 4PU or South Mimms, Hertfordshire. Please be aware that this role can only be worked in the UK and not overseas. We are currently implementing a flexible, hybrid way of working, with a minimum of 4 days per month working on site to enable the collaboration and contact with partners and stakeholders needed to deliver MHRA business. Attendance on site is driven by business needs so depending on the nature of the role, this can flex up to 8 days a month, with the remainder of time worked either remotely or in the office. Some roles will need to be on site more regularly. Remote working is potentially available for some specific roles. Please discuss this with the recruiting manager before accepting an appointment.
