Utility & Service Charge Officer

**About the role**

Join our friendly team as a Utility and Service Charge Officer In this role, you will be ensuring that tenants receiving communal services are accurately and consistently recharged for those services, in accordance with Cornwall Housing’s (CHL’s) Service Charge Policy. You will be providing a high quality and well managed utilities control and service charge service by managing utility provider invoicing and payments ensuring that correct costs are passed on to tenants whilst challenging errors and inconsistency by utility providers. You will also play key role in formulating and implementing any revised/new service charges in line with service charge reviews and ongoing required outcomes overseeing any transitional charges.

The main responsibilities are:

- To manage all utility (Gas, Oil, electric and water) costs, including validation, queries, amendments, reconciliation, and correct payments whilst ensuring efficient administration of these creditor accounts.
- To provide a point of liaison/contact with utilities providers to facilitate good supplier relationships.
- To support utilities contract procurement processes.
- To feed into any contract procurement processes to ensure value for money
- Liaise with the Assets division to ensure utilities are managed in an efficient and effective way i.e. electric meter readings and site queries are progressed.
- Work closely with Finance and the budget holder to ensure adequate yearly accruals and profiling of spend against budgets.
- To lead on the service charge data collection processes through spreadsheets and Open Housing.

**About you**

We are looking for you to:

- Be educated to Maths and English GCSE, and NVQ 3 level; or possesses relevant vocational/professional qualification; or demonstrates relevant experience
- Demonstrate a good level of awareness of Housing Act 1985 (as amended) and Landlord & Tenant Act 1985 in relation to service charges
- Have extensive experience of working within a financial environment and is comfortable using and developing spreadsheets. Must have analytical skills and demonstrate attention to detail, including the ability to identify data inconsistencies
- Have excellent communication skills with an ability to provide reports, briefings and basic training to a range of managers and colleagues
