Providing a high quality professional Procurement service to the Trust and other partners ensuring compliance with legislation, national and local policies.
Promoting across both Trust Board, supports the Senior Contracts Manager with all strategic procurement issues with a view to maximising the savings potential across the patch with more efficient and effective purchasing arrangements with a contributionto both Trust’s non-pay expenditure.
Supports the Senior Contracts Manager with the development of the Contracts team, specifically by:
- Increasing contract coverage to all key areas of non-pay spend and tendering
- Working with Managers/Budget Holders in the identification of savings opportunities monitoring and reporting progress as required.
- Promoting the strategic direction of the Contracts team by attendance and participation in service-wide key working groups.
- Support the implementation of the new Contracts Register and Tendering Portal 'Atamis’
Supports the Senior Contracts Manager by focussing effort towards reducing clinical risk by developing future product standardisation and adopting formal category management approach with purchasing expertise over specialist commodity knowledge.
Supports the Senior Contracts Manager to manage a range of healthcare related procurement activity increasing procurement influence, securing recurring financial savings by examining the non-traditional areas of non-pay spend which have been traditionallyassessed as being uninfluenceable spend.
Supports the Senior Contracts Manager to identify areas of opportunity that will release cost saving benefits, produce an action plan detailing milestones against agreed financial targets. Facilitate regular reporting to senior management.
Supports the Senior Contracts Manager to develop and maintain the contracts register.
Undertakes complex analysis of tender returns and other proposals by spreadsheet, written report or presentation, involving Clinicians or senior staff of other Departments or Trusts as appropriate.
Assists the Senior Contract Manager in contracts by attending/contributing to meetings or provision of information/analysis as appropriate.
Supports the Senior Contracts Manager to plan contracting/catalogue activity to obtain the best value and optimum coverage in liaison with senior managers and Clinicians.
To ensure that specific contract clauses are included within tenders and quotations to ensure that usage activity/reports are provided by key strategic suppliers to assist with contract monitoring.
To support the Senior Contracts Manager in managing and planning specific procurement related projects.
To identify potential contract opportunities through strategic sourcing followed by the management of the tender process including specification development in conjunction with key users, negotiation with potential suppliers, vendor appraisal, contract awardand ongoing management.
Supports the Senior Contracts Manager to manage supplier relations and information collation and ensure that adequate supplier appraisal and vendor rating systems are in place to guarantee only purchases from sound sources.
Supports the Senior Contracts Manager to ensure that sections adhere to Standing Financial Orders, Standing Financial Instructions, policies and procedures.
Ensure that the organisation complies with PCR legislation for all relevant purchasing and that all goods and services are purchased (or goods disposed of) to meet all legal requirements.
Liaise and consult with departments, colleagues, industry and other institutions/ relevant organisations as appropriate, to ensure sound and effective procurement services.
Ensure that the appropriate evaluation criteria for award/review of contracts are incorporated in organisational objectives.
Ensure that contracts of an ongoing nature (particularly services) are monitored and reviewed on a timely basis.
Ensure that Key Performance Indicators are included in the tendering processes and form the basis for contract reviews.
This post is a 12 months contract but could lead to a permanent role for the right person. Hours of work will be Monday to Friday 9am-5pm.
