Lead public health strategy development and advice for designated priority needs assessment areas, support the commissioning (including Joint Commissioning for Children and Adults), delivery, evaluation and performance management of major health programmes for the population of Liverpool.

Work effectively with senior post holders within the Strategy and Planning office, Public Health and Stakeholders Engagement Directorates, and with relevant providers and external agencies to support Liverpool City Council (LCC) and Liverpool University Hospital NHS Foundation Trust in commissioning cost effective, high quality, services, interventions and programmes, operating within an evidence-based, outcomes focused environment.

Ensure that health programmes are developed with the involvement of relevant stakeholders, including communities, patients, clients and/or carers.

The scope of the post is across the breadth of healthcare public health and the post holder will take responsibility for specific areas, with a focus on non-communicable diseases and recovery post COVID.

The post holder will take responsibility for specific priority areas. Priority areas will be reviewed to take account of changing priorities of the organisation, and post holders will be expected to take responsibility of new priority areas as agreed.

Liverpool University Hospitals NHS Foundation Trust was created on 1 October 2019 following the merger of two adult acute Trusts, Aintree University Hospital NHS Foundation Trust and the Royal Liverpool and Broadgreen University Hospitals NHS Trust.

The merger provides an opportunity to reconfigure services in a way that provides the best healthcare services to the city and improves the quality of care and health outcomes that patients experience.

The Trust runs Aintree University Hospital, Broadgreen Hospital, Liverpool University Dental Hospital and the Royal Liverpool University Hospital.

It serves a core population of around 630,000 people across Merseyside as well as providing a range of highly specialist services to a catchment area of more than two million people in the North West region and beyond.

1. Develop a strategy to align hospital and community public health priorities.
2. Improve outcomes in healthcare and service delivery of prevention and early intervention of long-term conditions in Liverpool’s population.
3. Provide public health support to healthcare facing COVID-19 responses for adults and older people, and their families and carers.
4. Initiate and/or support investment planning and funding bids, preparing plans/submissions as appropriate to internal and external funding sources.
5. Interpret national and local policy and guidance (UKHSA, NICE, Health Care Commissioning Standards) and ensure inclusion in local plans, programmes, and service contracts.
6. Ensure that new national and local public health developments, including investment implications, are identified and included in work programmes and/or plans with public health, the wider Trust, and partner agencies.
7. Provide public health analysis and advice to support needs assessment, evaluation of the impact of existing and new health programmes/services, development of appropriate health outcome measures, assessing implementation options, and to inform decision making at all levels.
8. Provide expertise to support Health Equity Audit and Health Impact Assessment.
9. Produce reports for Board(s) and Committees and wider audiences, using in-depth analysis and interpretation of health information, effectiveness of programmes, utilising data to compare a range of options, some of which may be contentious.
10. Commission research projects, evaluation and audit to support needs assessment, collaborating with colleagues and partners wherever possible.
11. Effectively communicate complex public health advice to all relevant audiences including management and workforce, internally and externally, where language and practice may be barriers to understanding, or where conclusions may be contentious.
12. Ensure that performance management/reporting systems are in place for designated health programme areas covering outputs, outcomes, impact and expenditure.
13. Lead on and coordinate relevant Committees, Steering and Working Groups as required to support designated health programme areas.
14. Support involvement of the public, patients and local communities in development, implementation and evaluation of health programmes/services.
