This role can be based out of London, Manchester or Edinburgh.

Recent lockdowns have shown the vital role that communications in general, and online communications in particular, play in each of our lives, and for the economy. It is vital that we understand consumer behavior and decision-making across the communicationssectors and particularly online, given Ofcom's impending new role as regulator for online content harms.

Behavioral economics ('BE') can help us understand consumer behavior and how people make decisions which we can then use to inform and design policy and ultimately deliver positive results for people. BE can also help us better understand how businessesdesign the services and products that shape online and offline experiences.

Purpose of the Role

As a core member of a growing Behavioral Hub your role will involve developing our skills and capabilities and building our profile as well as delivering high profile projects.

Key requirements of the role
- Independently leading sophisticated behavioral projects in a timely and organized manner
- Providing behavioral input into all aspects of policy development, inputting pragmatic advice to address complex challenges across online safety and the communications sectors
- Pro-actively finding opportunities for behavioral input and using your knowledge and influence to bring your ideas to life
- Work-managing other staff, providing advice and support to ensure that high standards are maintained
- Using theory, evidence, and primary research to assess behavioral challenges and design and implement creative behavioral interventions
- Designing and running behavioral evaluations, such as randomized controlled trials ('RCTs'), including analysis and reporting insights
- Building and maintaining excellent stakeholder relationships internally and externally
- Presenting evidence and recommendations clearly and persuasively, including for internal and external thought leadership
- Building and maintaining a strong understanding of behavioral science, including the implications of relevant research from behavioral economics and psychology.

Skills, knowledge and experience
- Experience with any of the following software packages:

- Digital data tools: Google Analytics, Splunk
- Statistical analysis: Python, Stata, R
- Knowledge of qualitative and quantitative evaluation methods and experience of using research methods to produce robust evidence
- Excellent communication skills: confident and articulate, able to communicate effectively to different audiences, both in writing and verbally
- Excellent stakeholder management and interpersonal skills: able to build internal and external networks and negotiate with staff at all levels of seniority
- Evidence of Ofcom's values of excellence, agility, empowerment and collaboration and respect
