**Job summary**:
DWP is looking to fill a Grade 7 role in the People, Capability and Place directorate. This is a key role and we are looking for people who will help us deliver significant results within the Diversity and Inclusion agenda so that we thrive as a centre of expertise for the department and build an exclusive culture for our people.
The role includes providing project management expertise in a variety of disciplines, to ensure governance and assurance, risk management and dependency management. The role also includes the development and maintenance of a new portfolio framework, and associated products and guidance, the sharing of best practice and insights gathered from successes and ‘learning experiences’ across the portfolio.
**Job description**:
The Diversity, Equity and Inclusion Programme Lead will:
- Support the Deputy Director to ensure successful delivery of key milestones to the required quality and to the timescales agreed within the project plan.
- Work collaboratively across team/organisational boundaries.
- Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate. Identify and work with related projects to manage interdependencies.
- Support effective governance and decision making. Provide reporting and engage in mechanisms that hold you, as Project Manager, to account for delivery.
- Engage with assurance reviews and support action on recommendations. Organise assurance processes such as gateway reviews, as required.
- Ensure full consideration of new technologies, accessibility and costings.
- Cascade vision and translate into delivery objectives for the team. Develop and maintain Project Plan. Identify and set appropriate Project Controls. Manage performance and report progress to sponsors.
- Support developing high quality Business Cases, co-ordinating any specialist input.
- Own the change plan for the project and provide input into the overall Programme / Portfolio / Transformation Plan.
- Ensure benefits realisation plan is in place and an understanding of the impact of change on Benefits Management.
- Create and maintain the stakeholder engagement strategy and plan and build partnerships and working relationships with DWP’s key stakeholders.
**Person specification**:
**Essential Criteria**:
- Demonstrable recent and relevant experience in project/programme management with proven track record of using project management tools and techniques, including Waterfall / Agile frameworks to deliver work successfully. (**Lead Criteria**)
- Experience setting up a PMO function responsible for Governance and Assurance framework.
- Excellent stakeholder management and relationship building skills, based on mutual respect and trust. With the ability to constructively and effectively challenge.
- Ability to communicate effectively and confidently with stakeholders at all levels up to and including Director General level of complex planning issues and performance management issues.
- Experience and a proven track record of providing leadership and creating a culture within which colleagues can do their best work.
- Ability to own and manage multiple strands of work at pace, with the ability to support current commitments with an eye to future requirements.
- Experience of planning and risk management techniques with the practical ability to make connections across different work programmes, identify and manage risks and issues.
- Evidence of analysing and interpreting data and insight to inform planning and evaluate the success of projects and initiatives.
- Basic understanding of DEI, with the ability to use your expertise to lead DEI Programme
**Desirable Criteria**:
- Relevant Project/Programme Management qualification/chartership including APM PMP, Prince2. P30 or equivalent.
- Associate CIPD membership is desirable or a willingness to work towards.
- For roles located in Wales, the ability to speak Welsh is desirable.
