Context Coventry Cathedral is a living breathing space which welcomes worshippers, tourists, audiences and school children daily from near and far, either visiting or looking for place of sanctuary. With daily worship, and events taking place all year round,a busy tourist offer and a thriving education programme, all housed in the building coined "new cathedral" built in 1962. The Cathedral is also custodian of its predecessor - a 12th century building, destroyed and ruined in the Blitz during Nov 1940. The siteand story has risen to international recognition, becoming a symbol and example of reconciliation. Both the new and Ruined Cathedral are grade 1 listed. The role of Property Services Manager is a vital post for us and a key member of our wider management team. Our grade 1 listed buildings are iconic and known throughout the world. However, with a medieval ruin and an innovative mid twentieth century newbuilding, they also present constant new challenges for both development and maintenance. The quality of our welcome depends on the effective management of these buildings. You would contribute significantly to our organisation through this role. **Responsibility** - The Property Services Manager is currently responsible for the following portfolio of property and land - The 1960’s cathedral (called the new cathedral), its grounds and car parks - The Cathedral Ruins, its tower and churchyard - Youell House, the Cathedral offices and space within that are rented out to other users, the grounds and environs. - The Deanery and St. Michael’s house, - Bardsley House - a building in mixed use as offices and community uses. - 5 Residential properties based around the city. - Other properties that the Chapter may acquire, purchase or inherit **Core Duties and Responsibilities** - Review and assessment of statutory compliance requirements - Oversight and delivery of the testing, witnessing and commissioning of all aspects of both capital projects and existing maintenance works - Generate (using consultants as needed) and manage risk assessments and registers - Maintaining an updated knowledge of legal/compliance requirements - Conducting periodic internal reviews and audits to ensure that the Cathedral is compliant with laws, rules and regulations - Advising internal management on the implementation of compliance programmes. - Line management of the Maintenance team (2 people) and 3 cleaners - creation and monitoring of their work to deliver the above. - Liaising with and being the point of contact for the regulatory bodies - Implementing the appropriate policies and procedures - Conducting regular gap analysis on new and updated controls and best practices in the industry - Reporting and responding to issues that may arise - Coordinate and oversee reactive maintenance and repair requirements. - Obtain and submit relevant permissions (in conjunction with others) - Overseeing/implementing planned preventive maintenance (PPM) - programme of works - Maintain and own primary condition surveys to ensure accurate picture of Cathedral estate - Identifying gaps in statutory compliance - Cognisance of the listed status of the Cathedral and the operations of a working cathedral - coordination of approval to carry out works in line the above - Close working with Cathedral team members who use the building and care for the public to ensure that it remains compliant and safe and relevant knowledge is passed on. - Consultant & management of various groups of sensitive stakeholders - has an excellent understanding of facilities management, relevant regulations and legislation - Sympathy to the ethos and faith of the Cathedral as a place of Christian worship - Some knowledge of church life and culture of the church as an organisation, but this is not essential. - Excellent organisational skills. Ability to plan and prioritise workloads to meet customer needs Good attention to detail and delivery to a high standard, on time and within budget. - Good IT skills, especially MS Office suite - Able to work closely and collaborate with colleagues as a memberof a small team - Good communication and negotiation skills, including face to face, by phone and in writing. - Excellent financial and record keeping skills able to manage multiple budgets and records - Comfortable working at heights, climbing stairs, working in areas with uneven surfaces and challenging access. - Membership of a relevant professional body would be desirable with relevant qualifications achieved - Experience Experience of working at senior level and supervising a team or other professionals - Proven experience of Facilities Management for a publicly accessible site - Proven experience of drafting risk assessments and developing maintenance plans from expert risk assessments or reports **Terms and Conditions** The post is offered at 17.5 hours per week although it is expected that the post-holder may be required to attend in the event of an emergency at any time. This therefore means that living within easy reach of the Cathedral (suggested maximum 1 hour traveltime) is required. The Cathedral offers time off in lieu for additional hours worked. Please note the nature of this role means that the person will have to be mostly based on site at the Cathedral and its offices. Home working is an occasional option, butis often not practical.
