**Job summary**:
The work of the Civil Service Centre of Excellence is varied, with no two days the same. This is an exciting role that provides you with a phenomenal opportunity to demonstrate your expertise as a HR professional by engaging and supporting the business and Leadership Teams to achieve successful outcomes. You will be part of the People and Training Directorate in Navy Command, who work to Deputy Director People Strategy and ultimately to Director People and Training and working across the Command Headquarters to support our Civil Service workforce across the UK.

Navy Command (NC) is made up of over 35,000 people, both civilian and military, who make sure that the UK's maritime capabilities, including ships, submarines, naval aircraft and Royal Marine units are developed and operated around the globe. It includes a number of functional business areas and locations across the UK, with our operational units deployed globally.

**The Employee Relations Advisor** (ERA) role is there to support effective and timely engagement between the organisation and the Trade Unions (TUs) with the aim of making sure business is transacted as smoothly and successfully as possible. They provide advice in resolving issues and a clear overview of the TU’s current priorities and position. Providing a wider context to other programmes and projects which may influence a particular issue. ERAs should be informed at the earliest stage of a policy, project or idea which may impact on staff whether it has positive or contentious elements. The ERAs are embedded in the TLBs with strategic overview and co-ordination centrally managed by Employee Relations & Performance Management HR Directorate, People Civilian HR (CivHR), Policy, MOD Main Building.

ERAs are responsible for managing issues that fall within the delegated NCs area of responsibility, the CivHR Head of Employee Relations, and the MOD recognised TUs. The post holder will promote good and effective employment relations and TU engagement within NC and the wider Department. Providing strategic context for the TUs in respect of NC change programmes and wider cross cutting Department initiatives. Acting as the Focal Point for contact with the TUs NC and lead on all engagement issues on their behalf. Organising meetings and briefings and co-ordinating joint TU responses to engagement, planning and consultation.

This position is advertised at 37 hours per week.

**Job description**:
You will cover a diverse range of activities to contribute to the effective delivery of the Civil Service Centre of Excellence’s (CS CoE) objectives.

Lead, manage and have oversight of NC level employee relations issues, particularly change programmes affecting the workforce.

Promote effective informal/formal working relationships between Management/Stakeholders and the TUs within the NC.

Act as the TLB focal point liaising with the CivHR Head of ERAs and the Major Policy Committee (MPC) as appropriate. Maintain regular contact with MPC on national policy and issues that cut across TLBs and attend MPC meetings where required.

Maintain daily contact with TLB providing guidance on Employment Relations, TU engagement and consultation matters including the anticipated TU position on any given proposal. Membership of change programme working groups.

Co-ordinate and lead ER on cross TLB consultations as directed and in support of CivHR Head of ER. Promote NC and wider Department best practice in ER, attend departmental ERA meetings.

Contribute to the wider CivHR & corporate agenda as and when required action the ERA multi-user inbox.
