Consumer Regulation Advisor

**Summary (overview of role)**:
The role is intended to support the Consumer Regulation Manager (LAs) to provide experience of and insight to delivery of housing services in a local authority setting and to support liaison with local authorities to inform development of the revised consumer regulation regime and promote awareness and understanding among local authority landlords of their obligations to meet the current and, in due course, updated consumer standards.
The role will support the Consumer Regulation Panel in considering consumer regulation referrals relating to local authorities under the current consumer regulation regime; using casework and resolution of non-compliance on agreed cases to ensure that any learning is applied to development of the revised consumer regulation regime.
**Job Description (the successful person will be responsible for)**:
Informing the development of the revised consumer regulation framework with insight, knowledge and on-going liaison with local authorities. You will support our proactive engagement with local authorities (including where management is undertaken by an ALMO or TMO) to promote awareness and understanding of local authorities’ obligations now, and in the future. You will be responsible for engaging with local authorities through our ongoing casework, completing assessments and seeking assurance and evidence of compliance.
You have a good understanding of local authority housing functions, and experience of managing and delivering effective local authority services. You should be able to demonstrate a good understanding of local authority structures, and the interface between council officers and elected representatives. You should be able to demonstrate experience of managing credible relationships with a range of stakeholders, including tenants and tenant groups. You should have good analytical and evaluation skills, good communication skills suitable for a range of audiences, and be able to meet service and quality targets.

**Location**
Our offices have now re-opened and we are moving towards a hybrid model of working with a mix of office / home working.
RSH’s core offices are in Manchester, Leeds, Birmingham and Bristol. Our posts can be successfully carried out from any RSH office unless otherwise specified in the job information. We offer flexible working arrangements and staff can work from home for part of their hours. Most roles involve some travel within England between our offices, and some roles also involve onsite visits to social housing providers.
In line with Government requirements to reduce the number of Civil Service and NDPB roles based in London, we only advertise roles in London which need to be there for business-critical reasons
**Interviews**
Interview dates are **W/C 21 November **and will be held via Microsoft Teams in line with our current hybrid working model.
**Salary**
The salary for this role is a spot salary within the given range, which will normally be the minimum of the range. There is no incremental progression through a pay scale. Annual salary reviews are determined by the government pay award. In addition, when the probation period is successfully completed, a performance related bonus may be awarded, based on appraisal ratings at the end of the qualifying appraisal year.
