The Role
The Programme & Project Management (PPM) Practice sits within the Service Delivery function which is responsible for managing DCC’s end-to-end delivery through a structured governance process, on time, within budget and to the required standards for successfulin-life operations.
The Service Delivery function encompasses the professional practices of Business Analysis, Testing and PPM and works closely with the professional practices based in other DCC functions such as Operations, Security and Architecture. Programme delivery is underpinnedby a Programme Management Office, which provides independent delivery assurance to each change programme, and a Portfolio Office which provides governance and insight to support planning and resourcing decisions across the change portfolio.
The PPM Practice provides professional delivery services to DCC’s portfolio of delivery programmes via an internal matrix managed consultancy model. Our programme managers are part of the PPM Practice Leadership Team acting as role models, setting standardsfor programme delivery, demonstrating thought leadership, supporting practice transformation activity and coaching/developing project managers and project co-ordinators.
Your delivery responsibility will be through assignment to a programme where you will report to a Programme Director and lead a multi-disciplinary programme team in a matrix environment, managing relationships with third party service providers and internal/externalstakeholders.You will be accountable for delivering a highly stakeholder focused and responsive service that produces quality deliverables, with extensive interaction with programme directors, internal business owners (including members of the DCC ExecutiveCommittee) and external stakeholders including representatives from government & regulatory bodies.

What you'll be doing
Business Case Development: Programme Managers will support the development ofbusines cases, with accountability for providing: programme delivery strategy, encompassing multiple projects and including requirements definition, procurement, design build test,iIntegration, assurance, regulatory compliance and stakeholder engagement activities.
outline programme delivery plan (with associated work breakdown structure and identification of critical path);
indicative resource plan
risk & issues management and quality assurance approach
stakeholder engagement strategy; and for
identifying known risks and mitigating strategy

Programme Delivery: Programme Managers are accountable for all aspects of programme delivery:
Delivery Approach: Establish the programme delivery strategy, ensuring that project workstreams have clear objectives and are aligned and working to the same set of delivery principles in accordance with the programme vision. Assess and approve project andworkstream delivery options, ensuring they are credible,meet strategic objectives and are financially viable and compliant with regulatory obligations. Present a recommended programme delivery approach to senior stakeholders via the DCC’s governance process.
Programme Planning : develop and maintain a detailed, credible programme plan clearly identifying activities and resources required to deliver programme objectives with critical path and dependencies. Identify and manage inter project dependencies.
Third Party Supplier procurement: Manage development and implementation of the programme procurement strategy, utilising expert procurement and commercial team support and ensuring alignment with business objectives and programme delivery strategy.
Third Party Supplier Management: establish an effective working relationship with third party suppliers, implementing a framework for management and assurance of programme delivery activities. ensuring project managers understand the delivery and contractualobligations placed on suppliers and acting as the initial escalation point for resolution of delivery issues.Work with suppliers to develop solutions to delivery issues.
Activity Management : scheduling and allocation of work activities on a day-to-day basis, identifying plan over-runs, understanding the impact, managing dependencies between projects, managing the development of solutions to get the programme back on trackand escalating accordingly.

Resource Management : Provide leadership to programme resources, ensuring roles and responsibilities are clearly defined, analysing resource constraints and working with project managers and function leads to resolve issues (including performance/capabilityissues and redeployment of resources across projects). Regularly assess resource utilisation across projects and against the resource schedule and identify variances that require action.
What we're looking for
An experienced programme manager who can demonstrate credibility and the ability to influence at a high level within their current or previous role(s).
Demonstrable experience in leading complex business transformation programmes, 3 rd party technology delivery/integration programmes, or significant procurement programmes.
Demonstrable experience of building high performing programme delivery teams and managing others to consistently deliver high a quality programme management service.
Demonstrable line management experience, leading teams of more than 10 people in a high pressure, challenging environment
