**Salary**: £52,000 to £58,000
Responsibilities of The Strategic HR Manager:
- To lead (or coach/mentor the HR team) change management projects, including service restructures and TUPE transfers
- Ensure that sound employment, fairness, and transparency; as well as project management principles are at the heart of organisational change.
- To be the principle advisor to the Head of Paid Service providing professional challenge and guidance on people related matters.
- Partnering with managers and senior leaders, on people and organisational issues, providing Strategic and Operational HR advice to help them achieve objectives.
- To support, coach and influence managers in dealing with key people management and development issues including resourcing, career development, performance management, succession planning and a range of employee relations matters.
- The Strategic HR Manager will lead and advise the HR team on strategies for dealing with employee relations' cases, helping to assess the risk and benefits of possible courses of action to obtain the best outcome
- Manage the HR, Training and Payroll team to develop and deliver a comprehensive and professional service, including Transactional HR; Payroll; Advisory, Policy; Employee Relations; resourcing; learning and development.
- Manages the service budget, ensuring financial controls to achieve accurate monthly forecasting and deliver a balanced service budget.
- Ensure that risks within the section are identified and action is taken to reduce these.
- Lead the process to review HR and Payroll policy, to ensure that they meet legislative, corporate and local needs.
- Develop and deliver training for managers and employees on a full range of HR policies and practice
- Manage and maintain appropriate pay and reward systems.
- The Strategic HR Manager will ensure payrolls are managed in line with regulations and 3rd party requirements and all staff are accurately paid
Qualifications and Experience Required of The Strategic HR Manager:
- Strong experience in HR Management and modern employment best practice
- In depth knowledge of current employment legislation and a practical approach to managing complex HR casework
- Educated to degree level or equivalent experience
- The Strategic HR Manager will have CIPD qualification or equivalent experience
- Knowledge of local government terms and conditions and working practices
- Project Management Qualification or equivalent
