The job

The role will have strategic responsibility for developing and delivering the council’s adult social care joint commissioning strategy, forecasting future demand against current provision, and working with internal and external partners to deliver what is needed.

You will have knowledge and experience of social care at a strategic level and the ability to work in a politically sensitive environment. You will have knowledge and understanding of relevant adult social care policy, law and legislation as well as current best practice. You will have robust leadership and management skills and be passionate about ensuring people with adult social care and health needs have access to quality service options that enable them to live independent lives. You will have a track record of partnership working and of integrated services to support the health and wellbeing of vulnerable people.

You will be able to identify and deliver multi-agency strategies and deliver new services in a wide range of local partnerships. You will have excellent communication skills and have experience of engaging with key stakeholders. You will be analytical, creative and be able to understand complex financial arrangements and identify funding opportunities.

You will have experience of working in a commissioning environment and be able to demonstrate highly developed problem-solving skills and the ability to communicate effectively with colleagues, health care professionals, and East Riding residents.

Key roles will include:

- Strategic responsibility for delivering the East Riding of Yorkshire Council integrated commissioning strategy outlining the councils’ strategic intentions and reshaping the care market.
- Forming key strategic partnerships with system partners across children services and the NHS to ensure an approach to integrated commissioning which meets outcomes.
- Managing relationships with internal and external partners across the East Riding and ensuring that adult social care priorities are addressed in key strategies.
- Developing an approach to population health management as part of our commissioning cycle activity.
- Working with care providers across the sector to design solutions to complex care.
- Working closely with adult social care and health’s procurement and brokerage, and accommodation teams to ensure there is a combination of high-quality care options in the East Riding.
- Being adult social care and health’s strategic service lead responsible for ensuring commissioning activities meet current and emerging need.
